Council Minutes of 8/21/2007 <br />Ordinance No. 2007-95 was introduced and placed on first reading by Councilman Ryan. <br />An ordinance amending Section 525.16 of the General Offenses Code so as to provide <br />criminal penalties for stores that allow shopping carts to be removed from their facility or <br />property. <br />Ordinance No. 2007-96 was introduced and placed on first reading by Councilman Ryan. <br />An ordinance creating new Section 111.09 of the Administrative Code of the City of <br />North Olmsted entitled, "Project Labor Agreements," providing the Mayor with <br />discretion and authorization to negotiate and enter into project labor agreements on <br />specific city improvement projects. <br />Resolution No. 2007-97 was introduced and placed on first reading by Council Member <br />Dailey Jones on behalf of herself, the entire Council and the Mayor. A resolution in <br />remembrance of the six year anniversary of the terrorist events of September 11, 2001 <br />that resulted in the deaths of thousands of innocent victims, and declaring an emergency. <br />Council Member Dailey Jones moved for suspension of the rules requiring three readings <br />and committee review. Resolution No. 2007-97 <br />adopted. <br />Resolution No. 2007-98 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Mayor, on behalf of the City of Narth Olmsted, to enter into <br />an agreement with the North Olmsted School District, granting the school district <br />permission to place banners on poles located in the city right-of--way on Burns and <br />Butternut Ridge Roads, and declaring an emergency. Councilman Tallon moved for <br />suspension of the rules requiring three readings and committee review noting the <br />legislation had been discussed in caucus. The motion was seconded by Councilman <br />Miller and passed unanimously. Councilman Tallon moved for adoption. The motion <br />was seconded by Councilman Miller and passed unanimously. Resolution No. 2007-98 <br />adopted. <br />Ordinance No. 2007-99 was introduced and placed on first reading by Councilman <br />Gareau. An ordinance dispensing with a formal RFP process and authorizing the Mayor <br />to enter into an agreement with R.C.U. Architects, Inc. to provide architectural design <br />services for the North Olmsted branch library improvement project. <br />Resolution No. 2007-100 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution accepting a donation of magazines, binders and a magazine rack from <br />Kacirek Funeral Home, and authorizing the Mayor, as a condition of the donation, to <br />enter into a contract with EBSCO Professional Partnership Group. Councilman Tallon <br />moved for suspension of the rules requiring three readings and committee review noting <br />the legislation had been discussed in caucus.
