Council Minutes of 8/21/2007

senior transportation fleet. We received a $40,000 van for our use at a cost to our
taxpayers of about $4,000.
10) CDBG public hearing will be held on Wednesday, August 22, at 6:30 p.m. in Council
Chambers for the purpose of soliciting community development project ideas for 2008.
Work continues on the 2007 grant project, which is ADA assessment of all city facilities.
11) He is very pleased that this terrible sound system that we have all been working and
struggling with over these many years will be replaced soon. He expects the new sound
system to be installed next week with the new caucus room to follow a week later.
12) He and the Planning Director will be visiting with the County Commissioners this
Friday where they will accept on behalf of our city a grant in the amount of $70,000 from
the Transportation for Livable Communities program.
13) Proud to have sworn in three new police officers who will be headed off soon to the
Police Academy. The city accepted our first shipment of eight new patrol rifles that were
expensed out of our Law Enforcement Trust Fund. Training with the weapons will begin
very soon.
14) Record August rains have been testing our system, which is a negative. Every dark
cloud has a silver lining, and that is we've had excellent data that we're getting from our
test through the Phase II study we're doing for the EPA. Consultant on this project, CT
Consultants, also continues with studies at the Dover and LeBern lift stations.
15} Public meeting held on August 14 for replacement of sound barrier walls on I-480.
Several concrete patterns and colors were available for affected residents to see. Their
input is being analyzed by ODOT and they will be getting back to us on it.
16) Service Director, Planning Director and the school police officer hosted a tour of
administrators for the North Olmsted City Schools. The tour touched on all major city
facilities and other noteworthy sites throughout the city.
17) Bob Nichols, our WWTP Manager, will be retiring after many years of service to our
city. Pleased to announce that Sharon Schlemmer, our Pre-treatment Coordinator, will be
replacing him as Acting Plant Superintendent soon.
18) Regarding legislation, Council has before them 2007-93 which is on second reading
and requested for suspension today. He will emphasize that we are now in our third
month of the administration's effort to secure support from Council regarding this safety
issue. Certain members of Council have chosen repeatedly to ignore the administration
on this issue that is important to the safety of our citizens. Today legislation is pending
before Council that will address this safety issue for only a portion of the time requested
by our safety officials. (At this point, the Mayor made comments which the Council
President felt were not appropriate, and he asked the Mayor to avoid personalities.) The
Mayor said he would rephrase and continued by saying this matter has been handled in a
way by select members of City Council to the extent that for the first time in years a
minority report was filed by a member of Council questioning the actions of the majority
members on that committee. His administration has met repeatedly with the same
dissenting members asking for support only to be turned down time and time again. They
met for the first time on June 19 when the administration asked for suspension after
introducing Ordinance 2007-79. There was a discussion in caucus and an agreement was
reached. That agreement, once the members of Council who agreed to it got to the
Council floor, they changed their mind. Instead of suspension it went to the Public
Safety Committee chaired by Mr. Orlowski on June 25 for extensive discussions. On
