Council Minutes of 8/21/2007 <br /> <br />Director as to the valuation of the composted soils that are being removed by Three Z, the <br />leaf removal company, to determine what the value of that is. They questioned if we are <br />giving something away of higher value. It is part of that contract and will probably be <br />again in the next contract. It was discussed this evening in caucus and the committee, as <br />well as the rest of Council, agreed to pass Resolution 2007-88 under suspension with the <br />request that the information as to the valuation be provided at a future date. <br />Councilman Gareau, chairperson of the Building, Zoning & Development Committee: 1) <br />The committee met on August 14, 2007. Present were committee members Gareau, <br />Orlowski, Miller; Council Members Barker & Dailey Jones; Planning Director Wenger <br />and Law Director Dubelko. Agenda items included the following: <br />• Frostville Museum, Rocky River Reservation. The proposal had two parts to it. <br />First, was a master plan for the whole museum area. Secondly, was the request <br />for approval to use the carriage house as a public restroom facility. Ms. Wenger <br />gave an oversight of the proposal; Mr. Schumann, vice president of the Olmsted <br />Historical Society, explained what is in the works. This is the same carriage <br />house that was removed from the site of the new Fire Station 2. There has been <br />quite a bit of work on the museum site. They are still working on the church. <br />They are going to be moving into installing the public restrooms, which will be a <br />nice benefit as different events such as charities and fundraisers are held at the <br />site. The church will be open and available for certain occasions in the near <br />future. The Metroparks is contributing a considerable amount of the expense <br />because of the sewer lines that have to be extended. The Olmsted Historical <br />Society has done a nice job with this project, and they do have a five year master <br />plan. For an organization like that to come to the city and show what they wish to <br />do with their time and talents and their money to improve the community is <br />unprecedented. They expect to have use of the church by the fall of 2008. There <br />also is an events barn where electrical upgrades were done at an extremely <br />significant cost. Water service, gas service were installed, and the floor, wall and <br />ceilings had to be redone. They hope to have the restroom facility open by <br />spring/summer of 2009. At the school house, they're going to be installing <br />footings and foundations. They expect to have the complete work for the interior <br />done far the winter and spring of 2011. There is a carpenter house where footings <br />and foundations will be installed; they want to do some floor stone work and <br />begin kitchen work during spring of 2011 with the facility being completed by <br />2012. There is the display barn addition which they expect to begin during the <br />summer of 2011. The Briggs House summer kitchen should be completed in <br />2012. There have been numerous site improvements-everything from sanitary <br />service, gas service, drainage issues, walking paths, electrical service, gardens, <br />appropriate lighting. The work this organization is doing is something to be <br />appreciated, respected and supported in every way that we can. Although not <br />required by law to come to us as a community and present us with their master <br />plan and with their request for approval, they did on the restroom facility and that <br />is appreciated. The committee declined to make a motion on the five year plan as <br />that is more of an informative piece as opposed to something they must be bound <br />8 <br />
