Council Minutes of 8/21/2007 <br /> <br />by. The committee voted 3-0 to recommended approval of the Frostville <br />Museum carriage house conversion to a restroom facility, subject to any <br />requirements imposed by the Planning & Design Commission. Councilman <br />Gareau moved that Council approval the proposal of Frostville Museum to <br />convert the carnage house into a restroom facility, subject to any requirements <br />imposed by the Planning Commission. The motion was seconded by Councilman <br />Orlowski and passed unanimously. <br />• Bruegger's Bagels, 27045 Lorain Road, a vacant facility being recycled into a <br />new use. Bruegger's Bagels will be locating to the former Einstein Bagels <br />building. There are some minor building and site improvements, renovations as <br />brought forward by the applicant and explained by the Planning Director, <br />including a new canopy, adding outdoor seating, and improving the existing <br />dumpster. Also, the building and brick pavers would be washed. Landscaping <br />improvements as reported out by the city Planning Director will be included along <br />the front of the building and along the rear property line. There was some <br />discussion about what to do with gaps in the split rail fence. The Planning & <br />Design Commission recommended those be filled with landscaping. However, <br />the Building, Zoning & Development Committee recommended that those split <br />rail fences just be completed rather than have the fence with a shrub perhaps and <br />then a continuation of the fence with another shrub. It will just be filled in with <br />split rail fence. Councilmen Orlowski and Miller brought up an issue concerning <br />the location of the handicapped parking spaces which seemed to be out of <br />proportion with the actual entryway. A discussion of handicapped parking was <br />brought before the Planning & Design Commission; however, the motion before <br />the committee contemplated that would be left to the discretion of the city <br />Building Commissioner and his discretion as to the suitability of the proposed <br />location and whether it meets our code. The committee motion unanimously <br />passed to recommend approval of Bruegger's Bagels subject to recommendations <br />of the Planning & Design Commission, further subject to the requirement that <br />Option 1 would be selected, which was enclosing the split rail fence in its <br />entirety; we would also then remove the Planning & Design Commission <br />requirement concerning handicapped parking. Councilman Orlowski requested <br />an addition to this report that there was to be signage for the entrance onto <br />Whitethorn so motorists know they are to stop at that place to activate the signal. <br />Councilman Gareau answered that he did recall that, but it was not a requirement <br />of the committee but rather the issue would be given to the Engineering Dept. to <br />determine and to make sure the Engineering Dept. was on notice that whatever <br />signage was appropriate would be installed by them. Councilman Gareau moved <br />to approve Bruegger's Bagels with Option 1 being selected, and the handicapped <br />parking requirement being removed and left to the discretion of the Building <br />Commissioner. The motion was seconded by Councilman Orlowski and passed <br />unanimously. <br />• Walters Advanced Dentistry, 4780 Clague Road, proposal consisting of <br />constructing a new dentist office and site improvements. The existing home on <br />the property would be demolished to accommodate the development.
