Council Minutes of 8/21/2047 <br /> <br />history of what had taken place on the site. At the committee meeting, there had <br />been a number of requests by members of Council and Building, Zoning & <br />Development Committee to review the site development. The applicant left the <br />meeting and came back in with a decision to incorporate some of those changes, <br />but not all. The changes were incorporated into the plan that was submitted on <br />August 13 to the Planning Department and the Building Department. The <br />committee has a stamped copy to show the correct copy. The removal of the <br />cupola on the building was discussed and also the retention basin, which was a <br />wet basin with a fountain and a fence around it. That was turned into a dry basin, <br />much like we have in front of our library. The fence was removed since it is a dry <br />basin. The cupola was removed from the proposal and the shields on the fixtures <br />were installed to reduce the visibility to surrounding properties. At the committee <br />meeting, Councilman Gareau made a motion to accept the original proposal by <br />Walters Dentistry which included the cupola and the basin. That motion failed for <br />lack of a second Councilman Gareau then made a motion in committee which <br />incorporated the submittal as of August 13, 2007 which included the shields on <br />fixtures, the dry basin as opposed to the wet basin, and the removal of the cupola <br />from the building. That motion was seconded by Councilman Miller and passed <br />2-1. Law Director Dubelko commented he thought that Councilman Orlowski <br />had also recommended landscaping across the front for the dry basin, and he <br />thought it was included as part of the motion. Councilman Gareau said he did not <br />remember that being incorporated into the committee motion. The landscaping <br />was as reflected on the proposal as submitted on the August 13 rendering. <br />Councilman Orlowski said he recalled raising the issue and that the developer said <br />they would have no problem extending that across the front. He did not recall if <br />that was incorporated into the motion, but it maybe important. He believes it was <br />the architect who said they had no problem with adding landscaping all the way <br />across the front. Councilman Gareau asked for clarification as to the area. <br />Councilman Orlowski said it would be along Clague Road between the sidewalk <br />and the detention pond. Councilman Gareau said, whether it was included in the <br />recommendation or not, it certainly can be added at this point in time. <br />Councilman Gareau made a motion to approve Walters Advanced Dentistry, 4780 <br />Clague Road. The proposal consists of constructing a new dentist office and site <br />improvements. The existing home on the property would be demolished to <br />accommodate the development. This would be subject to the recommendations of <br />the Planning & Design Commission; however, it would be further subject to the <br />requirement that the cupola would be removed, that the shields would be installed <br />on fixtures with respect to adjacent residential properties, that the dry basin would <br />be installed as opposed to the wet basin, further like and similar appropriate <br />landscape features would be included along the Clague Road side of the dry basin <br />between the sidewalk and the basin itself. The motion was seconded by <br />Councilman Orlowski. Roll call: Gareau, yes; Orlowski, no, with comment that <br />he has heard testimonials on behalf of Dr. Walters, the vast majority of which <br />have come from individuals who do not live in the immediate neighborhood, <br />some whom do not live in North Olmsted. If this does pass, he hopes Dr. Walters <br />places a wrought iron fence around his detention pond, similar to the fence on <br />10 <br />
