Council Minutes of 8/7/2007 LEGISLATION Ordinance No. 2007-79 introduced by Mayor O'Grady was given its third reading. An ordinance extending for a sixty day period the temporary, part-time Fire Administrator position in the North Olmsted Fire Department created by Ordinance No. 2006-157, and declaring an emergency. Councilman Orlowski moved to table, and the motion was seconded by Councilman Barker. Roll call Orlowski, yes; Barker, yes; Gareau, yes; Miller, yes; Ryan, no; Tallon, yes. The motion passed with five yes votes and one no vote. Ordinance No. 2007-79 tabled. Resolution No. 2007-80 was introduced and placed on first reading by Mayor O'Grady. A resolution adopting the alternative tax budget of the City of North Olmsted for the fiscal year beginning January 1, 2008, and submitting the same to the County Auditor, and declaring an emergency. Ordinance No. 2007-81 was introduced and placed on first reading by Mayor O'Grady. An ordinance to make and transfer appropriations for current expenses and other expenditures for the City of North Olmsted for the year ending December 31, 2007. Ordinance No. 2007-82 was introduced and placed on first reading by Mayor O'Grady. An ordinance amending Section 755.11 of Chapter 755 (Secondhand Dealers) of the Business Regulation Code, entitled "Hours and Circumstances of Sales," in order to regulate outdoor collection receptacles on commercial property, and declaring an emergency. Resolution No. 2007-83 was introduced and placed on first reading by Mayor O'Grady. A resolution ratifying and confirming the 2006 contract previously executed by the Mayor and Electronic Commerce Link, Inc., ("E-Gov Link") and authorizing the Mayor to execute an addendum to said contract with E-Gov Link, providing for the latter to provide additional software application services to the city. Ordinance No. 2007-84 was introduced and placed on first reading by Mayor O'Grady. An ordinance amending Sections 1, 2 and 3 of Ordinance 2003-22, as amended by Ordinance 2004-175, in order to authorize the Springvale Facility Manager to charge costs only for city-sponsored events held at the Springvale Golf Course andlor Ballroom facility. Resolution No. 2007-85 was introduced and placed on first reading by Mayor O'Grady. A resolution authorizing the Mayor to terminate the city's contract with Sports Venue Advertising, Inc. Councilman Barker moved for suspension of the rules requiring three readings and committee review. The motion was seconded by Councilman Miller and passed unanimously.
