Council Minutes of 8/7/2007
there have been no liquor violations or any other problems with this establishment. The
motion was seconded by Councilman Gareau and passed unanimously. Councilman
Orlowski made a motion that Council have no objection to the D2 liquor permit request
for Frankie's Pizza, 4641 Great Northern Blvd. The motion was seconded by
Councilman Miller and passed unanimously.
AUDIENCE PARTICIPATION
Dennis Lambert, 25057 Carey Lane, spoke about the Great Northern Blvd. project which
the Mayor had congratulated everyone who had been involved with it for getting it done.
He walked the bridge yesterday and made a few observations and hoped the project was
not complete. First, there is a large center concrete strip in the middle of Great Northern
Blvd. that extends south from the RTA rapid entrance that is crumbling and sticking up in
the air. Secondly, there are two large asphalt patches that cross the freeway at the bridge
both north and south side and are formed to shape curbs. If those are left to stand, when
the snow falls and a salt truck crosses, those curbs will wash away very fast. Thirdly, the
concrete sidewalk from the 480 entrance east is short. It doesn't even come parallel to
the bridge abutment where the sidewalk continues. There is a large gap there and grass
seed was put in. There is a rail there making it difficult to mow. That should have been
filled in with concrete right up to the guardrail that protects going over the edge. There
are crumbling curb chunks of concrete laying on the Great Northern bridge. The curbs
are crumbling on both sides of the bridge and there are steel rods sticking out. The bridge
sidewalls are crumbling, rusting and there are steel rails sticking out. Mayor O'Grady
said he was proud of the work done there and proud of the result. To get a road that was
so destroyed and to bring it to the condition it is now is something every resident should
be proud of. Mr. Lambert said, 'considering what is being done around the state in other
cities, it's almost a shame to even accept that kind of workmanship. He doesn't care how
nice the part is that was done. The rest of it looks bad. We didn't get our money's worth.
Service Director Limpert said that the bridge was not part of the project. As far as some
of the other points, we do have a punch list that we are going over with the contractor.
But the substantial part of the work is done, and we are pleased with what we are seeing
so far as far as the way the road went in.
Sherry Pohlchuck, 5792 Elmhurst Road, expressed concern about the detention pond for
Fire Station No. 2 which is behind her house. Service Director Limpert said there is a
punch list on this project too and there are some things that still need to be done. One
reason she is not seeing the grass growing on the retention basin area as it is up front is
that is not an irrigated area. As it rains, the grass will grow. There are some issues at the
bottom of the pond to be addressed. Mrs. Pohlchuck said part of the problem is there is
such a great amount of horrible huge weeds growing on the inside and outside of the
pond. She spent three hours last night digging out weeds that she could see from her
backyard. Also, there is a lot of straw which was thrown over the grass seed that is now
laying inside the pond on top of the water. It a big, mucky mess that is breeding
mosquitoes. She wonders if the straw is blocking some of the drainage. It is not a
healthy situation. Mr. Limpert said he was not aware of the mosquito issue but will
review it.
10
