Council Minutes of 8/7/2007 <br /> <br />• City crews continue crack sealing on side streets. A contractor completed crack <br />sealing on Lorain Road, Brookpark Road and Columbia Road. All three are state <br />routes, therefore, that work can be paid for out of our state highway fund. <br />• The asphalt overlay and asphalt recycling projects are under way. The Service <br />crews are completing the necessary work to the south Michael Road overlay. <br />• The third component of our rate and operational study finally was received <br />Monday from ATS. Phase II of our sanitary system study is continuing with flow <br />meters recording information for that study. <br />• Fleet Maintenance has just refurbished our 12-year old CAT front-end loader. <br />This fabrication work saved the city thousands of dollars on parts alone. The cost <br />of a new loader currently would be in excess of $100,000. It is remarkable the <br />work those folks can do. <br />6) Legislation: <br />• Ordinance 2007-93, which was discussed during caucus, deals with the interim <br />part-time Fire Administrator. As he has previously stated, this is a safety issue for <br />our residents, which is a statement from the Fire Chief. He urges support of this <br />legislation and asks that it be passed under suspension of the rules today. <br />• Holding legislation in committee is not adding value to legislation. Two pieces of <br />legislation being held in committee have an impact on the health and welfare of <br />our residents. Ordinance 2007-68, which deals with the RFP process, is currently <br />being held in the Finance Committee; Ordinance 2007-72, the "Do Not Knock" <br />registry, is currently being held in the Safety Committee. Residents are calling <br />complaining about solicitors knocking on their doors. <br />Councilman Barker said that he did not receive any calls about flooding from his Ward. <br />He thanked Bob Binggeli and his crew for the work they did during the heavy rainstorm <br />and also Service Director Limpert and all his people. He noted that other cities, such as <br />Westlake, got hit hard, so it is not just North Olmsted that has water problems. <br />Councilman Ryan said he had sent a letter to Mr. Limpert on June 26 requesting a copy <br />of the WWTP rate and operational study as he wanted to read it during his vacation. He <br />expressed concern that the administration did not provide each Councilperson with a <br />copy as was done with other reports. Mayor O'Grady answered that there was only one <br />copy available which was provided to City Council. The third part of the study was <br />received yesterday. (The Service Director came forward and provided a copy for the <br />Council office.) The administration is not going to provide one to each Council Member <br />until they go through it as there will be changes to the documents. They intend to have a <br />briefing from ATS first to the administration and then to Council as quickly as they can <br />after that. Councilman Ryan again expressed his dismay that each member of Council did <br />not receive a copy of the documents to review because setting the sewer rates is the most <br />important thing that Council is going to do next year. <br />Councilman Tallon expressed concern about the contract for the Council Chambers audio <br />system. The winning bidder was Paladin (Paladin Professional Sound), but he asked that <br />the contract be set aside. He believes the City of North Olmsted is not being made <br />available of the best and lowest cost to that project because Paladin was the designer of <br />3 <br />
