Council Minutes of 6/19/2007 <br /> <br />Regulation Code. The Do Not Knock Registry will be in conjunction with the <br />door stickers to prevent peddlers and solicitors from bothering residents. This <br />presents two opportunities for solicitors and peddlers to not violate the peace and <br />quiet of residents. It is up to the residents to place their information on the <br />registry and there is a 5 year expiration period from when a form is submitted. A <br />resident may electronically or manually add their information to the registry. <br />Canvassers are deemed to be individuals seeking someone's opinion on an issue <br />or something similar in nature and are not included on the list. They cannot ask <br />for a contribution for any cause. The committee, Council Members and Mr. <br />Burns had several questions which needed to be researched and additional <br />information presented. The committee unanimously voted to hold Ordinance <br />2007-72 in committee pending additional information. <br />AUDIENCE PARTICIPATION <br />1) Dennis Lambert, 25057 Carey Lane, said, when the library was being built, he had <br />made his feelings known that the library was too small and should have been about <br />40,000 square feet instead of 30,000 square feet. Also, there are water issues on the site <br />as there is an underground stream there. Had the additional area been built, it would have <br />saved the citizens of North Olmsted money. One of his greatest concerns which fell on <br />deaf ears was the fact that most communities building libraries use the school district, not <br />the city. The Mayfield and Fairview Park regional libraries are examples. All those <br />issues that were to be projected for the future use of the library, school officials have a lot <br />of input on and they know a little bit more than city people about those issues. The <br />library building took out property that was generating tax money and turned it into anon- <br />tax generating issue. The whole library was a fiasco. When citizens get done paying for <br />this, whether money has been set aside or not, that money could be used to pay down the <br />debt this community owes. Future generations are going to pay for it. There should have <br />been some forethought. <br />2) Don Pangrac, 23470 Sharon Drive, has asked the Finance Director for cost and <br />revenue projections and summaries from the Rocky River Court for the last five years. <br />He has not received them and is making a public records request for that information. <br />Hopes this request will permit an end to the necessity for requests and that no further <br />action on his part will be necessary. <br />3) Joan Puinno, 27181 Glouchester Drive, said she previously fought against the cell <br />tower issue at the high school. Wonders in these passing years if anybody on the <br />committee has looked into the fact that they don't need to build these towers. There is a <br />GPS sending and receiving station she talked about four years ago. They have to give <br />you the latest technology, but they don't want to because they have all the poles. The <br />sending and receiving station is 17 inches x 21 inches. They don't need equipment; they <br />don't need fences; they don't need an access. Does anyone have an answer why this <br />equipment is not being provided? Does the city not have a committee or someone who <br />can refute what is being said that some of these things are not bad for your health.
