Council Minutes of 6/19/2007 <br /> <br />purchase of five thousand (5,000) tons of stone for various Service Department <br />needs throughout the city, as detailed in the specifications on file, further <br />authorizing the Mayor to enter into a contract with the lowest and best bidder for <br />said purchase, after Board of Control approval, and declaring an emergency. <br />Resolution 2007-66 is a resolution authorizing the Director of Public Service to <br />advertise for bids for the purchase of five thousand (5,000) tons of asphalt, tack <br />coating and related items for various Service Department needs throughout the <br />city, as detailed in the specifications on file, further authorizing the Mayor to <br />enter into a contract with the lowest and best bidder for said purchase, after Board <br />of Control approval, and declaring an emergency. An overview of these <br />resolutions was given by Service Director Limpert. After a brief question and <br />answer session, the committee unanimously voted to recommend passage of <br />Resolutions 2007-65 and 2007-66 under suspension of the rule. <br />• Ordinance 2007-68, an ordinance creating new Chapter 112 of the Administrative <br />Code entitled "Personal Service Contracts," in order to establish new procedures <br />for soliciting qualifications and requesting proposals in connection with personal <br />service contracts, and repealing Sections 111.13 et seq. of Chapter 111 of the <br />Administrative Code. An overview of the ordinance was given by Law Director <br />Dubelko. After a brief discussion, the committee decided that it needed more <br />time to consider this ordinance and its ramifications. The committee unanimously <br />voted to hold the legislation in committee. <br />Councilman Orlowski, chairperson of the Public Safety, Health & Welfare Committee: <br />1) The committee met on Monday, June 11, 2007. In attendance were committee <br />members Barker, Talton and Orlowski; Council Members Gareau, Jones, Miller and <br />Ryan; Mayor O'Grady, Law Director Dubelko and guests. Agenda items: <br />• Ordinance 2007-71, an ordinance creating new Section 525.21 of the General <br />Offenses Code entitled "False Information," in order to prohibit providing false <br />information to public officers or employees for the purpose of obtaining tuition <br />free assistance at public schools or other public benefits. The administration of <br />the North Olmsted Schools brought to the city administration a problem they were <br />experiencing regarding non-residents presenting false information about their <br />place of residence to steal an education from the local school system. The current <br />laws and ordinances are not sufficient to prevent these problems. Currently, there <br />are no provisions to allow the city to seek damages. With this ordinance, the <br />Prosecutor can seek criminal penalties and appropriate reimbursement of the cost <br />of an education. Mr. Ryan stated that previously a child was just removed from <br />the school system with no criminal penalties. The school system will be seeking <br />mandatory restitution. Estimated annual cost for a student's education is close to <br />$11,000 per year. The committee unanimously voted to recommend approval and <br />passage under suspension of the rule. <br />• Ordinance 2007-72, an ordinance amending Sections 721.01, 721.03 and 721.09 <br />and creating new Section 721.031 of Chapter 721 of the Business Regulation <br />Code (Peddlers, Solicitors and Canvassers) in order to create a "Do Not Knock <br />Registry" and to update various other provisions of this chapter of the Business <br />11 <br />
