Council Minutes of 6/19/2007 <br />inquired of the sponsor if he requested suspension. Suspension of the rule requiring three <br />readings is requested on tonight's agenda. <br />Councilman Gareau, chairperson of the Building, Zoning & Development Committee: 1) <br />The committee met on Monday, June 11. Present were committee members Gareau, <br />Orlowski and Miller; Council Members Barker, Jones, Tallon and President Kennedy; <br />Law Director Dubelko, Planning Director Wenger, and Service Director Limpert. There <br />were five items on the agenda, all of which were related to the RTA Park-n-Ride, located <br />at 5575 Great Northern Blvd. <br />• Proposal for consideration of expanding the existing Park-n-Ride facility to <br />provide for additional parking, lighting, landscaping and storm water detention. <br />An existing buffer mound will be extended to the north toward the detention area <br />for screening purposes. Kennedy Ridge Road will be terminated in what is known <br />as a hammerhead turn-around. That is proposed on the Kennedy Ridge side of the <br />screen mound to accommodate cars and emergency vehicles. There will be no <br />access to the Greater Cleveland RTA Park-n-Ride from Kennedy Ridge Road. A <br />guardrail extends the entire length of the hammerhead. The Fire Dept. and <br />Engineering Dept. have been consulted and have no objection. There will be <br />landscaping along the I-480 side with a screen mound. Some existing trees on the <br />Kennedy Ridge Road side of the mound will be relocated. Other landscaping will <br />be planted, including shrubs around the hammerhead to reduce the headlight glare <br />in the neighboring residences. Mr. Orlowski noted the shrubs should be higher to <br />reduce the light from snow plow activities. The residents, after some input was <br />solicited, stated they were content with the landscaping as was submitted. <br />Matching fencing is provided along all boundaries, and additional fencing is <br />included around the detention basin which is located in the northeast corner of the <br />site, which somewhat follows the natural flow of water on the site. Maintenance <br />access to the basin will be from the RTA property only, not from Kennedy Ridge. <br />They did indicate quite clearly that they would be monitoring through the use of <br />RTA police whether or not construction vehicles were utilizing Kennedy Ridge <br />Road for purposes of access to the site, disturbing the residences in than <br />neighborhood. They indicated they will be very vigilant in watching that issue. <br />The committee recommended approval based upon the recommendations of <br />Planning & Design Commission and further subject to the condition that specific <br />legislation (Ordinances 2007-73, 2007-74, 2007-75, 2007-76) be adopted, the lot <br />consolidation plan be approved and completed, and that all easements otherwise <br />required to be entered into are entered into. The committee unanimously <br />approved. <br />Councilman Gareau made a motion to approve the Greater Cleveland RTA Park-n-Ride <br />at 5575 Great Northern Blvd. subject to the recommendations of the Planning & Design <br />Commission and further subject to the requirement that the legislation (Ordinances 2007- <br />73, 2007-74, 2007-75, 2007-76) be adopted, and that the lot consolidation plan be <br />approved and completed, and that all easements be entered into accordingly. The motion <br />was seconded by Councilman Orlowski and passed unanimously. <br />9 <br />
