Council Minutes of 6/5/2007 <br /> <br />mandatory minimum fine of at least $750. The current fine is $50. This is <br />designed to prevent trucks from using local streets as cut-throughs and to help <br />preserve the integrity of the city streets. The Police Chief recommended <br />additional signage be placed to notify truck drivers. The committee <br />recommended the signage include the amount of the fine for deviating from <br />prescribed truck routes. The hourly rate for a police escort was established in <br />1991. The chairman recommended, with concurrence from the Police Chief, that <br />the fee far the escort shall be increased from $25 per hour to $50 per hour. The <br />committee recommended the legislation be held in committee pending review by <br />the Law Director on the wording on the signage, the increase in the fee for a <br />police escort, and a recommendation by Mr. Burns that the signage be <br />appropriately placed on key streets. <br />LETTERS AND COMMUNICATIONS <br />Councilman Ryan read the following letter to the members of Council: "Last night at the <br />Finance Committee meeting, I indicated that I would make a motion tonight at Council to <br />set up a special committee for the purpose of monitoring, information gathering, and goal <br />setting both short and long term as to the commitment of resources to address the <br />problem in our city of water management. From my comments given at the September 6, <br />2005 Council meeting, I have continued to maintain that we must show budget restraint <br />as to all city services, projects, and capital improvements because the people we represent <br />will soon face financial demands as to the delivery of water and the removal after its <br />use. <br />Mr. Ryan read the following passages from the minutes of the September 6, 2005 Council <br />meeting: <br />"Councilman Ryan said the flooding that took place was unacceptable. He will <br />do everything possible to direct the funds in the budget to the number one priority <br />which is the infrastructure of this city. People cannot live with water in their <br />basement-period. That is his total and complete commitment. That's one of the <br />reasons he got on Council. Something has got to be done about the direction of <br />the way we spend our money and what we do about this city. Number one has got <br />to be infrastructure." From Mayor's comments: "...On the other hand, what can <br />we go after and what he has directed his administration to go after realistically, <br />with a reasonable chance of improving it, is the infiltration and inflow into the <br />sanitary system. That's where we're focusing our efforts and that's where we'll <br />continue to focus our efforts. He welcomes support from Council to put funding <br />into infrastructure improvements. He assures Council that our Service Director <br />will very gladly take those funds and make the best possible utilization of them." <br />Mr. Ryan read an item from the Mayor's report from the Council meeting minutes of <br />December 20, 2005: <br />"Floyd Browne has completed their work on Phase I of the EPA study.
