Council Minutes of 6/5/2007 <br /> <br />of grant. This will be an annual grant. By implementing this program, there is a <br />potential savings of $30,000 to $40,000 on Workman's Compensation premiums. <br />The savings is approximately 10% of the premiums paid by the city. The <br />committee unanimously recommended approval by all of Council. <br />• Resolution 2007-59, a resolution authorizing the Chief of Police to apply for law <br />enforcement grant funds from the State of Ohio for drug abuse resistance <br />education (D.A.R.E.) for fiscal 2007-2008 and, if the application is granted, <br />further authorizing the Mayor to enter into an agreement with the State of Ohio, <br />or the appropriate law enforcement agency, to accept said grant funding on behalf <br />of the city. This is a continuing annual grant which provides matching funds for <br />the D.A.R.E. program and up to 50% of an officer's salary. There are two <br />officers involved in the program, afull-time instructor and apart-time instructor. <br />Both officers perform regular police duties besides the D.A.R.E. program <br />specialty. In the 2006-2007 school year, 848 students in 8 schools received <br />D.A.R.E. certificates. The 2006-2007 year grant awarded to the city was for <br />$19,670. It is always nice to review applications for grants for the city. We have <br />an excellent D.A.R.E. program, with dedicated officers, which serves a very <br />necessary need in our community. The committee unanimously recommended <br />approval by all of Council. <br />• Ordinance 2007-63, an ordinance creating new Section 111.011 of the <br />Administrative Code, entitled "City Police Towing and Storage Contracts," in <br />order to authorize the Mayor to execute towing and storage contracts with towing <br />contractors who meet North Olmsted Police Dept. rules and regulations. When a <br />contract is finalized, it allows the city as a market participant to enter into an <br />agreement with one or more towing companies to provide involuntary tows. The <br />Chief of Police shall establish, and the Director of Public Safety shall review and <br />approve, rules and regulations for such non-consensual tows requested of towing <br />contractors, which shall address the following non-inclusive list of subject: (1) <br />vehicle and lot requirements; (2) geographical location; (3) insurance; (4) charges <br />for towing and storage services; and (5) record keeping and complaint process. <br />The city is looking to enter into a towing service contract with anyone capable of <br />providing the service. This is not an exclusive contract or a list of contractors. To <br />comply with the contract, certain parameters need to be met, such as number of <br />tow vehicles, location of and a secure yard, and the availability of the tow <br />company. Currently, Patton's Towing is the only company which meets these <br />requirements. Councilman Orlowski is personally asking from the administration <br />a written copy of the rules and regulations regarding a contractual agreement with <br />the city for non-consensual tows. The committee unanimously recommended <br />approval by all of Council. <br />• Ordinance 2007-58, an ordinance amending Section 339.02 of Chapter 339 of the <br />North Olmsted Traffic Code, entitled "Commercial and Heavy Vehicles,' in order <br />to increase the penalties for truck and other heavy vehicle traffic that illegally <br />travel upon local streets not designated as truck routes. The ordinance seeks to <br />increase the penalty from a minor misdemeanor on a first offense to a <br />misdemeanor of the first degree with a penalty for this first offense a mandatory <br />minimum fine of at least $500; and, for a second and subsequent offenses, a <br />9 <br />
