Council Minutes of 6/5/2007
Recreation and 25% going to Economic Development. It could be almost $40,000 per
year.
North of the storm water detention area at the Fire Station: The moving of the tower
to the north of the detention area was not supported by the architect, Mr. Bernard Zofcin,
due to poor soil conditions, increased tower height, larger base, larger foundation, water
runoff problems and the possible greater visual impact on adjacent residents. The city's
Engineering Dept. also had similar concerns. The relocation on the Fire Station property
would cause significant redesign of the site necessitating change orders to the architect,
engineer and contractors. The Metroparks also had concerns with this location.
The administration still supports and recommends the original proposal brought to the
city by T-Mobile after considering all of the afore-mentioned site location suggestions.
Many residents from the area who were in attendance came to the podium. Although
they agreed coverage was an issue, they were adamant about it not being on the Fire
Station property directly behind their backyards. They agreed that the Fire Station was
needed, but they are not happy with it being in their backyards. They also feel that the
Fire Station being built in this location, in their opinion, decreased value to their property.
The cell tower would hurt them more. Councilman Miller brought up the idea that the
administration and Council work on having a consultant available for the purpose of
having an expert in the placement of cell towers. Presently, we only have the word of the
expert representing the cellular company telling us where the need is for their tower. Mr.
Syndyla from T-Mobile explained that the tower would either be located at the Fire
Station or some other location near that area. They came to the city first; but, if it is not
approved, T-Mobile will be approaching private property owners for the purpose of
erecting a cell tower and the city will lose the financial opportunity presented by T-
Mobile. The committee voted 3-0 against approval for the cell tower to be located at the
Fire Station No. 2 property.
Councilman Orlowski, chairperson of the Public Safety, Health & Welfare Committee:
1) The committee met on Tuesday, May 22, 2007. In attendance were committee
members Barker and Orlowski; Council Members Gareau and Jones; the Mayor, Law
Director, Human Resources Director, Safety Director, Service Director, Police Chief and
guests. Participants of the Bureau of Workers Compensation Drug Free Workplace
Program are eligible to receive a 3-1 matching grant, up to a maximum of $15,000
for employee education and supervisor training. The city is eligible for a
reimbursement of $1,402.50. This is the first application by the city for this type
8
