Council Minutes of 6/5/2007 <br /> <br />Councilman Gareau made a motion to amend Ordinance 2007-30 as <br />recommended by the Planning & Design Commission. The amendments to <br />Section 1135.02, Accessory Structures and Buildings, are as follows: <br />- (j) (5) eliminate "...a minimum of thirty (30) feet from the right of way." and <br />substitute "...as close to the front setback line as possible." <br />- (j) (7) eliminate "...of six (6) square feet..." and substitute "...no greater than <br />permitted for temporary signs under 1163.33..." <br />- Add (j) (8) "Any portable storage container shall be free of dents, rust and/or <br />graffiti and shall be maintained in good condition." <br />The motion to amend was seconded by Councilman Miller and passed <br />unanimously. Ordinance No. 2007-30 amended. <br />Councilman Tallon, chairperson of the Finance Committee: 1) The committee met on <br />Monday, June 4. Agenda items included: <br />• Ordinance 2007-48 and Ordinance 2007-54 were discussed together as they were <br />directly related. Ordinance 2007-48 is an ordinance to transfer funds from the <br />Sewer Bond Retirement Fund, Fund 460, into the General Obligation Bond <br />Retirement Fund, Fund 410. This is the second half of a transfer that had taken <br />place at the appropriations meeting. There was $616,000 left in the Sewer <br />Retirement Bond Fund, 1987 debt. Since all of the obligations were met, there <br />were no further expenditures; therefore, it was presented to Council that this <br />money could be transferred to the General Obligation Bond Retirement Fund, and <br />used to pay the debt service of the Sewer Bond. This, in turn, released user fee <br />monies to operate the Waste Water Treatment Plant. Council was told that, <br />without this, Waste Water would be operating in the red. Based on this, Council <br />approved this in appropriations. The other half of this was to transfer the monies <br />from one fund to another. In order to do this, bond counsel was asked to prepare <br />the legislation, which is before Council today. This will only postpone the short- <br />comings in the Waste Water Treatment Plant. Finance Director Copfer stated, in <br />her opinion, this was the best option. She was asked if there were any other <br />options for this money. She stated again, in her opinion, this was this best use of <br />this money, but she would check with bond counsel to see if other uses can be <br />utilized. There was much more discussion on this matter. After discussion, the <br />committee voted unanimously to recommend passage of Ordinance 2007-48. <br />Ord. 2007-54, the transfer ordinance showed the transfer of the dollars. There <br />was one other transfer, an increase in Recreation salaries for the purpose of hiring <br />extra help for summer programs. The committee unanimously voted to <br />recommend passage of Ordinance 2007-54. <br />• Ordinance 2007-62 which will extend for an additional three month period the <br />contract with Richard L. Bowen & Associates, Inc., and Daniel J. Collins to, <br />respectively, provide engineering consulting services to the city and serve as City <br />Engineer. The Service Director asked for more time because the contract would <br />be completed during Council's vacation and because of engineering services <br />6 <br />
