Council Minutes of 5/15/2007 <br />was no objection from committee members Barker and Jones to passing this <br />resolution. under suspension when it came formally before Council. <br />~ Ordinance 2007-50, an ordinance amending Section. 103.03 ("Official Seal") of <br />the Administrative Code in order to require all city vehicles, except for unmarked <br />police vehicles, to prominently display the official city seal. Councilman <br />Orlowski, one of the sponsors of this legislation, said that the purpose of the <br />legislation was to make sure that all city vehicles had the city seal on display. <br />Service Director Limpert stated that the police cars of the city do not have the <br />official city seal on the vehicles. Mayor O'Grady said that this legislation was not <br />good govel-nment anal that Council should make laws anal the administration <br />should nm the city; he has an objection to the legislative body interfering with the <br />operation. of the administration. Mr. Barker said that he was not in favor of this <br />ordinance. Mr. Kennedy asked if the Service Director had a cost estimate for this <br />project. Mr. Gareau asked if it was known if there was any inappropriate use of <br />the administration's cars, and the Mayor and Service Director both said. that they <br />were not aware of any abuse. Committee members Barker and Jones voted <br />unanimously to not recommend approval to Council. <br />2) Tonight the Streets & Transportation Committee met at 7:20 p.m. Present were <br />committee members Barker and. Jones; Councilmen. Gareau, Orlowski, Miller and <br />President Kennedy; Mayor O'Grady and Service Director Limpert. The purpose of the <br />meeting was to receive an update from Service Director Limpert regarding where we <br />were on certain. streets projects at this point. He pointed out that the bids on outside <br />contracts for crack sealing have come in, and a bid will be awarded tomorrow for that <br />project. As far as in-house crack sealing, he anticipates to having afull-time staff and <br />summer help working on those streets this summer. The asphalt overlays and asphalt <br />recycling program bids are due in on June 5. The city is trying to keep up-to-date with <br />the patching, not a cold patch but running it over with the hot sealer. Slab repair program <br />is underway, and Lauren Woods is going to be next on the list for slab repair. Mr. <br />Limpert stated, as far as overall, the streets projects thus far are right where they thought <br />they would be except for street sweeping which is a bit behind. Questions from Council <br />concerned crack sealing on certain streets and whether or not Mr. Limpert had heard back <br />from the State of Ohio regarding the street situation on Lorain and Columbia.. He hasn't <br />heard back from them yet. The concern is that the street is only six months old and. there <br />is cracking there. It's a heavily traveled area as far as truck. traffic. 1Vlr. Gareau asked Mr. <br />Limpert to stay on that and maybe get the Law Dept. involved. Mr. Miller asked about <br />Dover Center. Mr. Limpert stated the city is going to request that the county combine <br />funds with Issue 1 funds as opposed to in the past when the city has approached the <br />county on this project, they went fora 50-50 split. We are going to try to take a different <br />approach this time anal see i f we can get somewhere in the next few years with the county <br />on Dover Center. There was a question. regarding the overlay program if the specs were <br />narrowly written. 1VIr. Limpert said the parameters of that have been broadened.
