Council Minutes of 5/15/2007 <br />C <br />professional caretakers." Number two is, "Retail pet stores, with all proper <br />license, located in a commercial zoning district." Currently there is an ordinance <br />which prohibits residents from owning certain types of wild animals. The <br />elimination of two sections of the code will prohibit an exhibitor or retail business <br />from displaying or selling wild animals. The committee voted 2-0 to recommend <br />adoption by Council. <br />• Discussion on the proposal from the administration to have an armed, uniformed <br />police officer, on overtime pay, present at all Council meetings. No specific <br />documented cases or incidents of problems were presented to the committee. No <br />regulations, guidelines or recommendations were known of from the Dept. of <br />Homeland Security regarding procedures for safety or evacuation of a municipal <br />city hall or buildings. Council thanks the administration for coming forward with <br />this issue for Council's input and not attempting to act without the input. He is <br />sure all of Council would prefer to be proactive on any problem or issue. City <br />Council is, as is the administration, very concerned for the safety and security of <br />residents and public officials. As contentious as the times may be, Council does <br />not believe this conveys the appropriate image of our community and at this time <br />is not in favor of this request. <br />Council Member Dailey Jones, chairperson of the Streets and Transportation Committee: <br />1) The committee met on Tuesday, May 8, 2007. Present were committee members <br />Barker and Jones; Council. Members Gareau and Orlowski. and Council. President <br />Kennedy; Mayor O'Grady, Planning Director Wenger and Service Director Limpert. <br />Agenda items were as follows: <br />• The NOACA (Northeast Ohio Areawide Coordinating Agency) grant for the <br />Transportation for Livable Communities Initiative, which supports planning <br />activities that improve the transportation network and strengthen community <br />livability. The proposed. project for North Olmsted is the Great Northern Multi. <br />Modal Transportation Plan, which. will assess existing conditions for transit, <br />bicycle networks, pedestrian access, and streetscape, and propose improvements <br />to these systems. The study area is bounded by Butternut Ridge Road, Columbia <br />Road/252, Brookpark Road., Lorain. Road, and Dover Center Road. The city can <br />apply for up to $75,000 and must provide a twenty percent (20%) match. The <br />cost estimate for this project is $80,000. Therefore, the grant request will. be for <br />$64,000 and the local match will be $16,000. The Planning Director is contacting <br />area businesses seeking donations that would cover some or all of the city's local <br />match contributions. This is an exciting grant to apply for because it will involve <br />all of the city's stakeholders and their input to continue to make North Olmsted <br />economically viable. Questions were asked about implementation down the road, <br />and the Planning Director said. that the first step in getting implementation funds <br />from. NOACA is to have NOACA endorse the project from. the very beginning. <br />The legislation for this grant was not yet prepared; however, the administration <br />was asking for suspension on this issue at tonight's meeting and the committee <br />wanted. to be sure to have heard this important project in committee first.
