Council Minutes of 5/15/2007 <br />cut expenses. The court representatives (two judges, the Clerk of Courts, and the Rocky <br />River Finance Director), assured they will not exceed their estimated resources with their <br />expenditures. <br />Councilman Barker, chairperson of the Recreation, Public Parks & Buildings Committee: <br />1) The committee met this evening at 6:30 p.m. to discuss Resolution 2007-7, which <br />authorizes the Director of Public Service to advertise for bids for a new sound system in <br />Council Chambers and Council Caucus Room. Present were committee members Barker, <br />Gareau and Jones; President Kennedy and Councilman Orlowski; Mayor O'Grady, <br />Planning Director Wenger, Human Resources Director Farver, Service Director Limpert. <br />Since the committee last met, the administration has created more detailed specifications <br />for the sound system for both rooms. The sound system for each room will be <br />independent, permanently installed digital recording systems. The Chambers would be <br />connected to the city's network to easily download the digital data to city work stations. <br />With that, the Clerk of Council and Clerk of Commissions could download meetings and <br />work right from their desks instead of trying to transcribe from the tapes. The Caucus <br />Room would record to flash cards for storage. The administration also has evaluated the <br />possibility of adding a video component to the project. Based upon information obtained, <br />video would be costly and not within the established budget. The sound system, <br />however, will be able to be expanded in the near future to include video. He suggests the <br />administration may want to try to include that in next year's budget. Hopefully, the <br />sound system can be installed while Council is on vacation during July. The committee <br />also asked for specifications for placement of speakers in the Caucus Room. Total cost is <br />about $34,000, and about $31,000 has been set aside from last year's budget, and $3,000 <br />is coming from left over funds from the HVAC system that was installed for Chambers. <br />The committee unanimously recommended approval with the stipulation that <br />specifications are provided regarding adding speakers to the caucus room. The <br />committee also recommended passage under suspension of the rule. <br />Councilman Orlowski, chairperson of the Public Safety, Health & Welfare Committee: <br />1) The committee met on May 8, 2007. In attendance were committee members Barker <br />and Orlowski; Council Members Jones, Gareau and President Kennedy; Law Director <br />Dubelko, Safety Director Terbraek, Service Director Limpert, Mayor O'Grady, Animal <br />Warden Ward and guests. Agenda items: <br />• Ordinance 2007-52, an ordinance amending Section 505.15 of Chapter 505 <br />(Animals and Fowl) of the General Offense Code, entitled "Keeping, Maintaining <br />and Feeding of Wild Animals," in order to prohibit displaying, maintaining or in <br />any other manner keeping wild animals at temporary events or retail stores in the <br />City of North Olmsted, and declaring an emergency. Section 505.15 (b), <br />Prohibition Against Keeping and/or Maintaining Wild Animals, states it shall be <br />unlawful for any person or persons to display, maintain or in any other manner <br />keep a wild animal, either inside or outside a structure, within the city, with the <br />following exceptions: The two changes are the elimination of 5050.15(b) section <br />one and two.
