' Council Minutes of 5/1/2007 <br />Director Limpert, Safety Director Terbrack and Sharon Schlemmer from the WWTP. <br />Ms. Schlemmer gave a presentation on the reason for the ordinance and the various <br />nuances of it. Discussed was that there were meetings to discuss this throughout the <br />Northeast Ohio Regional Sewer District. Contributions were made as a result of that <br />meeting and a compilation addressing the issue that better allows the City of North <br />Olmsted to track the treatment, care, emptying of the various grease traps that are used by <br />our restaurants and food services businesses in the city to minimize the amount of grease <br />that enters the sewer system and hopefully to minimize negative impacts on our <br />residential properties. Discussed was education of the various restaurant employees, and <br />the problem with managers who come and go oftentimes from corporate offices. The <br />people often do not know where the grease traps are located that are covered by <br />pavement, and which haven't been serviced in quite some time. There are known trouble <br />spots in the city where the treatment plant representatives try to enforce the current code <br />but need a little bit more by way of this ordinance. Discussed was whether this should be <br />part of the Building Code and that the location of the grease traps should be part of the <br />plans submitted during building to make sure those are accessible at all times. Also <br />discussed was the increased allowance of particles into the system. Of some concern, <br />were the increased amount of petroleum oils being allowed into the treatment stream. <br />The committee unanimously voted to hold the legislation in committee. <br />Councilman Gareau, chairperson of the Building, Zoning & Development Committee: I) <br />The BZD Committee met on April 24, 2007. Present were committee members Gareau <br />and Orlowski; Council Members Barker, Jones, Tallon and Council President Kennedy; <br />Planning Director Kim Wenger. The committee discussed Drug Mart, 24485 Lorain <br />Road. (Southeast corner of Columbia and Lorain roads.) The proposal consists of <br />facade renovations to the existing building and retail plaza plus site improvements. A <br />plan for this came forward several years ago where they were simply going to leave the <br />tired, worn shake wood facade on the top of the one portion of the plaza and do the rest in <br />a very 1990's blue. That didn't meet with anyone's approval. As a result, now they have <br />come back with a complete exterior renovation of the plaza. It shows some <br />improvements for the community to along-standing building. The proposed changes for <br />Drug Mart will include a new addition to the rear for storage space, which is hidden back <br />from Lorain Road. There will be adrive-through addition on the west side of the <br />building, which will remove some parking spaces. There's an improved entry tower <br />element to the front closest to Lorain Road and new asphalt shingle roofing to replace the <br />existing wood shakes, which will cover the entire plaza. It was brought to the applicant's <br />attention that there were some maintenance items that need to be addressed, including <br />damaged brick to be repaired and some graffiti on the building. The applicant agreed to <br />take care of those as well as relocate the vending machines indoors. They will also be <br />installing some benches and trash receptacles. There also are some landscape <br />improvements which will include new landscaped beds at the entry of Drug Mart and <br />around the drive-through area. The vinyl slat chain link fence which runs from the back <br />of the lot all the way around along Nuevo Acapulco and the motel will be removed and <br />the landscape buffer will be replaced. Thanks to the Planning & Design Commission for <br />its insistence on that as it is quite an eyesore. There will also be a redesign of the parking <br />field to restructure the paths of travel. There are no changes in the lighting proposed. <br />4 <br /> <br />
