Council Minutes of 5/1/2007 <br />6) Received an arbitration award back involving city dispatchers. Several years ago, <br />there was an initiative from the Safety Dept. to settle a couple of orthodontic grievances <br />that fire fighters and police officers had put forward. We had a good case before <br />arbitration, but it was the desire of the administration to do good and to buy some <br />goodwill with the fire fighters and police officers. The matters were resolved, and a <br />number of police officers and fire fighters were given back payments for orthodontic <br />expenses incurred. Dispatchers found out what police and fire fighters received and filed <br />a grievance, which went to arbitration. The arbitrator decided, based on a me-too clause <br />in their contract, that, if the city gave this benefit and resolved this grievance in this <br />fashion for fire fighters and police officers, it had to do it for the dispatchers. This <br />involves a couple of thousand dollars in some back payments to a couple of dispatchers. <br />He would not make a recommendation to take it into the court system. <br />7) City Prosecutor report for April: 145 cases, of which 64 were General Offenses, and <br />the balance were traffic matters. No trials. <br />Finance Director Copfer: 1) Fact finding with the fire fighters was held on April 18. <br />Three days in the first week of June have been scheduled for fact finding hearings. <br />2) The first FOP bargaining session was April 24 where proposals were exchanged. <br />3) Participated in the interviews of three of the four finalists of the economic <br />development consultant. One more interview is scheduled for this week. <br />4) The auditors have substantially completed the on-site field work for the 2006 audit. <br />This would not have been possible without the organization and hard work of Assistant <br />Finance Director Leslie Bruxvoort as she prepared all the conversion schedules and work <br />papers in a timely and complete manner. <br />5) Since there will be no adjustments made on a cash basis, the year end and January <br />through March of 2007 were closed. The first quarterly summaries have been distributed <br />to Council. The March detailed reports were e-mailed today. She has not had an <br />opportunity to review the March operating results but will provide a written summary to <br />the Mayor and Council the first part of next week. <br />6) On first reading is an ordinance to close out the Sewer Bond Retirement Fund and roll <br />it into the General Obligation Retirement Fund. Bond counsel John Larson prepared the <br />legislation. He asked all the appropriate questions to ensure all debts were paid and that <br />the monies remaining were clearly tax revenues from our residents levied for pre-1987 <br />sewer obligations so that it should be used to pay down the more recent sewer debt that is <br />getting paid for and serviced out of the General Obligation Bond Retirement Fund from <br />sewer revenues. This was discussed during budget hearings, and the legislation <br />formalizes it. Once the legislation is heard in committee, she will do a transfer ordinance <br />so that it will be affected on our ordinance for the appropriations. <br />Councilman Miller, chairperson of the Environmental Control Committee: 1) The <br />committee met this evening at 7:15 p.m. to discuss Ordinance 2007-38, an ordinance <br />creating new Chapter 913 of the Streets, Utilities and Public Services Code entitled Fats, <br />Oils and Grease-Interceptor Installation and Waste Disposal and amending Section <br />911.12(c)(3) and repealing Section 911.12(e) of the North Olmsted Codified Ordinances. <br />Present were committee members Miller, Tallon and Gareau; President of Council <br />Kennedy; Councilpersons Barker, Orlowski, Dailey Jones; Mayor O'Grady, Service <br />3 <br />
