Council Minutes of 5/1/2007
to include underage consumption. It is not something he would expect to be an issue
here. The sale of alcohol is used as a fundraiser by the pipe fitters to benefit the needy
among their brothers. That too is commendable. Also, the labor unions are allowing the
city to ask community organizations to sell food at this event as a fundraiser. This bring
more benefit than what has been described previously. Thanks to Council for their
consideration.
Councilman Ryan said he can remember bringing his children to the park years ago when
there were no fences and it was a green, beautiful area. His opinion is it is now being
turned into a bar.
Jim Goggin, 25980 Williams Drive, has been involved with the parade for several years
and in all those years there has never been an incident because of alcohol. He would
appreciate if Council would consider giving the okay.
Dennis Lambert, 25057 Carey Lane, had previously made his feelings known on this
issue. He wanted to note that, in dealing with alcohol, every community has to adhere to
State law. There is responsibility on the part of those serving alcohol. He hopes the city
has insurance coverage far that purpose. The area to be used is a playground, and he
expressed concern about all the children coming and going on their bicycles and the
people who will be driving in the parking area. There is no way to know if people have
been drinking before arriving at the parade. These are things that need to be taken into
consideration. He doesn't know who is going to be liable if a child is hit by a driver who
has been drinking. The city is a business, and Council is the keeper and protector of that
business. He doesn't know to what degree they are wiling to risk that business.
Jeff Sturgeon, 3092 W. 231 Street, spoke on Ordinance 2007-38, regarding grease, fat
and oil receptors. As a plumber in North Olmsted, he sees an awful lot of people with
blocked sewers because of this. He would like the code to be tightened up and require
that the grease interceptors be placed indoors. Think of these as another filter for our
sewers. We should listen to the people from the WWTP. Our sewer system is an old
system; let's do anything we can to tighten the code.
Councilman Miller noted the up side of this ordinance is that it does require better record
keeping as to cleaning those traps out, where they need to be placed, and the capacity of
the traps. One of the concerns that came up is the need for more understanding of why
this will triple the allowed amount of materials that will end up in our system and what
impact that may have. It may be minimal as was explained tonight by a representative
from the WWTP. But it also allows petroleum oils to be tripled. The committee will
take a closer look at this as the legislation has been held for further review.
Carol Bartos, 24953 Chase Drive, said it is a very sad day that at afamily-oriented event,
as the parade is being touted for children and for families to have a day together and
enjoy themselves out, there are people who cannot find enjoyment in that alone without
alcohol in their hand.
L
8
