Council Minutes of 4/17/2007 <br /> <br />comment should be made about the business that North Olmsted Nissan <br />conducts and their neighboring residents. The resident who attended the <br />committee meeting, while being concerned about the five trees being <br />planted, complimented North Olmsted Nissan in that they are good <br />neighbors. They are attentive to issues such as noise, debris, lights; and he <br />appreciated their concern. Consistent with that, Nissan also indicated that, <br />if five trees were not enough to do the job adequately, they were open and <br />willing to plant additional trees. The committee felt the parties would be <br />able to work it out, and they did. <br />3. Tattoo Faction, a like and similar use determination to permit body <br />piercing. The establishment opened last fall just to the west of Barton <br />Road and currently serves as a facility that offers tattoos. It wishes to add <br />piercing through the addition of staff. The Planning & Design <br />Commission unanimously recommended approval of the operation. Chris <br />Bosworth, an inspector from the Cuyahoga County Board of Health and a <br />North Olmsted resident, advised that this was one of the top two facilities <br />in the county in terms of cleanliness and operation. He further advised <br />that it provided a clean and safe environment for individuals to receive <br />piercings with licensed technicians under scrutiny. He expressed concern <br />about the prevalence of what he referred to as piercing parties, or <br />otherwise underground establishments that present significant health risks <br />to individuals of all ages including the young and underaged. He believed <br />that this was a good operation in the community. Operator Mr. Wulff <br />advised of his commitment to running a clean operation and his desire to <br />ensure that he is not a burden upon his neighbors, with whom he described <br />as having a fairly good relationship. He intends to bring in a technician <br />from Miami whom he has worked with in the past. He correctly pointed <br />out that body piercing currently takes place in the retail district at locations <br />like the Piercing Pagoda. The North Olmsted Police Dept. advised that, <br />with the exception of a car with keys locked inside, there have been no <br />police call outs at this facility since last fall. The committee <br />recommended by a vote of 3-0 that the like and similar use determination <br />be approved. Councilman Gareau made a motion to approve the like and <br />similar use determination for Tattoo Faction. The motion was seconded by <br />Councilman Orlowski. Roll call: Gareau, yes; Orlowski, yes; Miller, no, <br />with comment. When this business originally came forward, he voted <br />against it because he felt that these events should be done by appointment <br />to allow a cooling off period so that decisions that last as permanent as <br />these do would not be made on the spur of the moment. He continues to <br />feel that way. Roll call continued: Jones, yes, with comment. After <br />hearing the report from the County Board of Health, her concerns were <br />addressed. She has not heard any resident complaints from Ward III. Roll <br />call continued: Tallon, yes; Barker, yes, with comment. Mirroring Mrs. <br />Jones' comments, he also has to agree with the report from the County <br />Board of Health. It helped sway his vote to yes. The motion passed with <br />five yes votes and one no vote. <br />6 <br />
