Council Minutes of 4/17/2007 <br /> <br />• Resolution 2007-36, a resolution authorizing the Director of Human Resources to <br />purchase new telecommunications equipment and related software and <br />appurtenances for City Hall, the Police Department, Fire Station No. 1 and No. 2, <br />the Recreation Center, the Senior Center, the Springvale Ballroom and Golf <br />Course and the Wastewater Treatment Plant through the State Purchase Program; <br />and further authorizing the Mayor to execute all necessary contracts and other <br />documents required. After a general overview by Director Farver, the contractor <br />who will be installing the equipment gave an in-depth explanation of the <br />equipment to be installed and the reasons for replacement of the current system. <br />After discussion, the committee voted 2-0 to recommend approval of Resolution <br />2007-36 to Council. The committee voted 2-0 to recommend to Council <br />suspension of the rule requiring three readings. This resolution is for the <br />replacement of the phone system throughout the city. The reason for the <br />replacement is the old system is obsolete and parts can no longer be obtained to <br />repair them. <br />• Resolution 2007-37, a resolution authorizing the Mayor on behalf of the City of <br />North Olmsted to enter into a series of new utility contracts with AT& T to <br />provide telephone and voice mail services to the City of North Olmsted. Director <br />Farver deferred to the contractor installing the telephone equipment to explain the <br />reason for the new contracts. As a result of the installation of the new equipment <br />from Resolution 2007-36, the new contracts will benefit the city of North Olmsted <br />by lower rates. After discussion, the committee voted 2-0 to recommend to <br />Council passage of Resolution 2007-37. The committee voted 2-0 to recommend <br />to Council suspension of the rule requiring three readings. <br />• The final order of business was that every member of Council was given a copy <br />of Ordinance 2007-29, the salary ordinance, and was asked to review and suggest <br />any corrections deemed necessary to be discussed at a future committee meeting. <br />Councilman Barker, chairperson of the Recreation, Public Parks and Buildings <br />Committee: 1) The committee met on Tuesday, April 10. In attendance were committee <br />members Barker and Jones; Council members Orlowski and Kennedy; Mayor O'Grady, <br />Law Director Dubelko, Planning Director Wenger; Landmarks Commission members <br />Mary Ellen Davis, Dave Thomas and Chairman Paul Schumann. The committee <br />discussed the following item: <br />• Resolution 2007-34, a resolution authorizing the Mayor of the City of North <br />Olmsted to file an application with the Ohio Historical Society, at the request of <br />the Landmarks Commission and in cooperation with the Olmsted Historical <br />Society, for an Ohio historical marker for Springvale Ballroom. In the whereas <br />clauses of this resolution it goes into great detail about the historical significance <br />of the Springvale Ballroom: how the land was purchased in 1840 and how a <br />dancing pavilion was opened in May of 1923. The building was later modernized <br />into a ballroom. and golf office fora 5-hole golf course. Ballrooms as prominent <br />places for social gatherings reached a highpoint in the 1930's and 1940's. During <br />WWII, Springvale offered dancing for our servicemen at a nickel a dance.
