After some historical facts from Mr.
Schumann, Mr. Davis and Councilman Orlowski, the committee voted 2-0 to
recommend approval of Resolution 2007-34 to City Council. On a personal note,
as a former member of the Landmarks Commission and also City Council's
representative for a period of time, Councilman Barker was happy and proud to
see this action taking place. He thanks the Landmarks Commission for their
dedication.
Councilman Orlowski, chairperson of the Public Safety, Health & Welfare Committee:
1) The committee met on April 10, 2007. Present were committee members Barker,
Tallon, Orlowski; Council members Jones, Miller, Ryan, Kennedy; Mayor O'Grady, Law
Director Dubelko, Community Life Services Director Dailey, Animal Warden Ward and
guests. Agenda items included the following:
• Resolution 2007-33, a resolution authorizing the Mayor to enter into amulti-
jurisdictional agreement for the interchange of bomb squad and/or SWAT unit
services and declaring an emergency. This resolution extends and increases our
mutual aid for bomb squad and SWAT unit with several Westshore communities
and the city of Cleveland, especially at Hopkins International Airport. It also
provides for reciprocal aid if we are in need. All cities involved shall bear their
own cost of manpower and equipment during mutual aid, and the line of
command is established and coverage for personnel en route to and returning from
rendering services. The committee voted unanimously to recommend approval to
Council. This is
an ordinance sponsored by and recommended by Mayor O'Grady. The sale of
alcohol would be permitted on one day, September 1, 2007, at the North Olmsted
Park in conjunction with the AFL-CIO Labor Day parade, which is scheduled to
take place in North Olmsted. The permitted hours for sale and consumption of
beer would be from 12 Noon to 5 p.m. on September 1. One of the represented
unions will be selling beer, the only alcohol-based product which was discussed.
The proceeds earned will be used as a fundraiser. The AFL-CIO is required to
obtain a parade permit from the Safety Director. The committee was assured that
the AFL-CIO will document adequate insurance coverage for the parade and
activities at the park. The after-parade activities will take place at the front of the
park, the southern half, close to Lorain Road. There was a discussion of
Springvale Golf Course as an alternative site to the park.
