City Council Minutes of 4/3/2007 <br />C <br />with comment. While he feels that some of the additions and refinements to this <br />ordinance are a great improvement, he still believe kennels belong in the Industrial Park <br />zoning district. This retailer is proposing warehousing a minimum of 126 animals in a <br />retail storefront. He believes the noise and odors will be substantial. He has spoken with <br />several individuals in other communities, and these people are amazed, astonished, and <br />awestruck at the idea of warehousing a minimum of 126 animals in a retail district which <br />abuts a residential neighborhood. The vast majority of communities place or would place <br />a boarding kennel in an industrial park district. Also, he hopes in the near future the city <br />institutes a commercial district property maintenance program similar to our residential <br />program. Roll call continued: Barker, yes; Ryan, no; Tallon yes. The motion passed <br />with four yes votes and three no votes. Ordinance No. 2006-122 adopted. <br />Resolution No. 2007-22 introduced by Councilman Gareau on behalf of himself and <br />Mayor O'Grady was given its third reading. A resolution authorizing the Director of <br />Public Service to advertise for bids for cracksealing on various streets in the City of <br />North Olmsted, as per specifications on file in his office, and authorizing the Mayor to <br />enter into a contract for same. Councilman Gareau moved for adoption, and the motion <br />was seconded by Council Member Jones. Roll call: Gareau, yes, with comment. He has <br />been heard quite a bit lately on the issue of cracksealing and maintenance of streets. He <br />has come to believe over the course of his career that this may be one of the most <br />significant problems facing our community. The infrastructure costs are enormous. <br />We've had estimates of replacement and repairing streets that are well in the <br />neighborhood of a hundred million dollars. As far as he is concerned, this is a first small <br />step in the right direction. He hopes the city can get on this project and protect what is <br />without a doubt our greatest infrastructure asset. Roll call continued: Jones, yes; <br />Orlowski, yes; Ryan, yes; Tallon, yes; Barker, yes; Miller, yes, with comment. It's his <br />hope that this will result in an increased number of miles of sealant and that more is done <br />on this issue. That it's not simply a transfer of responsibility from our Service Dept. to an <br />outside contractor. He truly hopes it's productive in that more miles of road are sealed. <br />The motion passed unanimously. Resolution No. 2007-22 adopted. <br />Ordinance No. 2007-26 introduced by Mayor O'Grady was given its third reading. An <br />ordinance adopting a model ordinance far illicit discharge and illegal connection control <br />and creating new Chapter 933 of the Utilities Code. Councilman Tallon moved for <br />adoption. The motion was seconded by Councilman Barker and passed unanimously. <br />Ordinance No. 2007-26 adopted. <br />Ordinance No. 2007-28 introduced by Mayor O'Grady was given its third reading. An <br />ordinance providing for the issuance and sale of $112,000 of bonds, for the purpose of <br />improving and equipping the city's Springvale Country Club and Ballroom by <br />renovating, remodeling, furnishing, equipping and otherwise improving the clubhouse <br />and ballroom, acquiring mowers and other golf course equipment and acquiring and <br />installing parking lot lighting, in each case together with the necessary appurtenances and <br />work incidental thereto. Councilman Barker moved for adoption, and the motion was <br />seconded by Council Member Jones. Roll call: Barker, yes; Jones, yes; Miller, yes; <br />9 <br />
