City Council Minutes of 4/3/2007 <br /> <br />Ryan, no; Gareau, yes; Orlowski, yes; Talton, yes. The motion passed with six yes votes <br />and one no vote. Ordinance No. 2007-28 adopted. <br />Ordinance No. 2007-5 introduced by Mayor O'Grady was given its second reading. An <br />ordinance amending Chapter 1136 (Single Family Cluster District) of the Zoning Code in <br />order to establish new regulations for Single Family Cluster housing developments in the <br />city as amended. <br />Ordinance No. 2007-29 introduced by Councilman Talton was given its second reading. <br />An ordinance amending the range of compensation rates and salary ranges for the various <br />administrative and legislative personnel to authorize increases in the salary ranges for the <br />year 2007 for the non-bargaining unit positions of Secretary I and II, the Clerk of Council <br />and for other non-bargaining unit positions whose ranges are determined by reference to <br />the range set for the non-bargaining unit positions of Secretary I and Secretary II, and to <br />otherwise restate the compensation rate ranges for said various administrative and <br />legislative personnel for the years 2004 through 2007, and declaring an emergency. <br />Councilman Talton moved for suspension of the rule requiring three readings and noted it <br />had been heard in committee. The motion was seconded by Councilman Barker. Roll <br />call: Talton, yes; Barker, yes; Gareau, no; Ryan, yes; Miller, yes; Jones, yes; Orlowski, <br />yes. The motion passed with six yes votes and one no vote. Councilman Talton moved <br />for adoption, and the motion was seconded by Councilman Barker. Roll call Talton, yes; <br />Barker, yes; Miller, yes; Ryan, no; Jones, yes, with comment. She would hope that the <br />Finance Committee takes a look at salary ranges in all of the categories and how they're <br />applied in the city. Roll call continued: Orlowski, yes; Gareau, no, commenting he <br />thinks this needs to be done in a global approach. While he appreciates the effort to <br />address some of the immediate issues in a more rapid fashion, he thinks much of what <br />happened with the budget process and a lot of what went back and forth had to do with <br />salary ranges. We should take a global approach. Take a good look at where the salary <br />ranges are, what we want to do with them-do we even want to keep them or do we want <br />to follow a different process-and then deal with it all at one time. The motion passed <br />with five yes votes and two no votes. Ordinance No. 2007-29 adopted. <br />Ordinance No. 2007-30 was introduced and placed on first reading by Mayor O'Grady on <br />behalf of himself and Council Members Barker, Gareau, Jones, Miller, Orlowski and <br />Talton. An ordinance amending Section 1135.02 of Chapter 1135 (One and Two Family <br />Residence Districts) of the Zoning Code in order to regulate the placement of portable <br />storage containers in One and Two Family Residence Districts of the City of North <br />Olmsted. <br />Resolution No. 2007-31 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution ratifying the action of the Director of Public Safety and the Fire Chief in <br />applying for an Ohio Department of Public Safety, Division of Emergency Medical <br />Services, Ohio EMS Training and Equipment Grant, further authorizing the Mayor to <br />accept the grant on behalf of the city, if awarded, and to execute all documents necessary <br />to effectuate the receipt of the grant, and declaring an emergency. Councilman Orlowski <br />moved for suspension of the rules requiring three readings and formal committee review. <br />10 <br />
