Council Minutes of 3/20/2007 <br />yes; Jones, yes; Orlowski, yes; Ryan, asked how can he vote for something he has already <br />voted against. That is a problem. Council voted against the changes-all of them. <br />They've been turned down. Law Director Dubelko answered that one member of <br />Council is asking to divide the question. A member may have voted against all of them <br />but be in favor of some of them. President Kennedy asked Mr. Ryan to vote and then <br />have discussion. Roll call continued: Ryan, commented that at this point his vote is yes. <br />Roll call continued: Tallon, yes; Miller, yes. The motion passed unanimously. <br />Ordinance No. 2007-17 is amended. <br />Councilman Miller made a motion to return Ordinance No. 2007-17 to the Finance <br />Committee for consideration. The motion was seconded by Councilman Ryan. Roll call: <br />Miller, yes; Ryan, yes; Tallon, no; Gareau, no; Jones, no; Orlowski, yes. President <br />Kennedy broke the tie by voting no. The motion failed. <br />Council Member Jones, member of the Recreation, Public Parks & Buildings Committee, <br />reported on behalf of Councilman Barker who was absent due to the birth of his <br />granddaughter Nora Jean this evening. Congratulations to Mr. Barker! 1) The Recreation, <br />Public Parks and Buildings committee met on Tuesday, March 13, 2007, to discuss <br />Resolution 2007-21, a resolution accepting a donation of field reconditioning services <br />from the North Olmsted Hot Stove League for Diamonds 4 & S at North Olmsted Park, <br />and waiving field prep fees and permit fees for the North Olmsted Hot Stove League for <br />the year 2007 and declaring an emergency. Present at this meeting were committee <br />members Barker, Gareau and Jones; Council Members Miller, Orlowski, Tallon and <br />President Kennedy; Law Director Dubelko, Safety Director Terbrack, Service Director <br />Limpert and Community Life Services Director Dailey. In the past the City has waived <br />fees for the Hot Stove League and they in turn would prep and help maintain the fields. It <br />used to be a handshake and verbal agreement. Now the Administration prefers to have a <br />contract signed by Hot Stove and approved by Council. This usually is a longer term <br />agreement than one year; but, due to the upcoming master plan for parks and recreation, <br />it has been decided to do this on annual basis. North Olmsted Hot Stove League will be <br />spending approximately $13,100 on Diamond #S covering an extensive renovation of <br />that area. Also, they will be spending about $2,000 on Diamond #4 to expand the <br />baseline fence to extend past the ls` and 3rd bases so that it falls into regulations for the <br />North Olmsted Travel League. The North Olmsted Hot Stove League has been a great <br />partner with the City of North Olmsted over the years. They have provided over $58,040 <br />towards improvements and plan to spend another $122,000 when funds are available. <br />These funds will go towards things such as dugouts, new backstops and other extras. The <br />Law Department response to a question of whether or not the donation would or could be <br />upheld was that, if they do not make the donation, then the city could bill them for what <br />was waived in this resolution. The Recreation Commission met and approved this <br />resolution at their last meeting. The administration and the Hot Stove League would like <br />to see suspension so that as soon as the weather breaks they will be able to start the <br />renovation work. The committee voted 3-0 to recommend passage of Resolution 2007- <br />21 and approval under suspension of the rule. <br />7 <br />
