Council Minutes of 3/20/2007 <br />Councilman Orlowski, chairperson of the Public Safety, Health & Welfare Committee: <br />1) The committee met on March 13, 2007. In attendance were committee members <br />Barker, Tallon and Orlowski; Council Members Jones, Miller, Kennedy and Gareau; Law <br />Director, Safety Director, Service Director, Planning Director, Animal Warden and <br />guests. Reviewed was Ordinance 2007-25, an ordinance amending Section 505.16 of <br />Chapter 505 (Animals and Fowl) of the General Offenses Code, entitled, "Vicious and <br />Dangerous Animals," in order to require registration of pit bulls, wolf-hybrids and <br />vicious animals kept in the City of North Olmsted, and to impose liability insurance and <br />other requirements upon the owners of such animals, and declaring an emergency. This <br />ordinance has three major areas: <br />1. Registration of specific breeds of dogs, hybrids and vicious animals. There will <br />be a $15 fee to register these animals. <br />2. Liability insurance coverage of not less than $100,000 for the afore-mentioned <br />animals will be required. <br />3. Posting of a sign, in a conspicuous place, visible from the street right-of--way, <br />warning visitors of the danger posed by the animal on the premises will be <br />required. The signage is to be approved by the Animal Warden. <br />This ordinance gives the Animal Warden authority to determine the terms and conditions <br />of confinement and other conditions necessary to protect the public. Under consideration <br />are definitions of breeds which would be specific to this ordinance, the type and method <br />of notification to the general public of the need to register certain types or breeds of <br />animals, and a penalty section of the ordinance regarding restitution to the injured party <br />or parties. The committee voted 3-0 to hold this ordinance in committee for further <br />review. <br />2) The Public Safety, Health & Welfare Committee met again on Tuesday, March 20, <br />2007. In attendance were committee members Tallon and Orlowski; Council Members <br />Miller and Kennedy; the Mayor, Safety Director, Service Director, Planning Director; <br />guests and media. The agenda item discussed was the liquor permit for Lone Star <br />Steakhouse and Saloon of Ohio, Inc., located at 24941 Country Club Blvd. This <br />notification pertains to an application for change of corporate stock ownership. The <br />Police Dept. had no problems or issues in reference to the stock transfer within this <br />corporation or at this address. The committee voted 2-0 to recommend a motion of non- <br />objection to the stock transfer. Councilman Orlowski made a motion that Council not <br />object to the change of corporate stock ownership for the liquor permit of Lone Star <br />Steakhouse. The motion was seconded by Councilman Tallon. Roll call: Orlowski, yes; <br />Tallon, yes; Ryan, yes; Jones, yes; Miller, yes; Gareau, abstain based upon a professional <br />relationship with one of the entities involved.
