Council Minutes of 3/6/2007 <br />O'Grady. There was one item on the agenda: Ordinance 2007-15, an ordinance <br />authorizing the Director of Public Safety to request proposals for plans examiner and back- <br />up plans examiner services; and further authorizing the Mayor, subject to approval of the <br />Board of Control, to enter into atwo-year agreement with the examiners selected in the <br />RFP process and declaring an emergency as amended. A discussion ensued after written <br />comments were received from Building Commissioner Conway. Those comments were as <br />follows: "The purpose for Ordinance 2007-15 is to obtain proposals for the purpose of <br />filling the position of plans examiner and back-up plans examiner. These positions are <br />mandated by the State of Ohio in order for the Building Department to keep its certification <br />and must be filled either by persons employed or contracted with individuals certified by <br />the State of Ohio as plans examiners. This will be the third time we have performed this <br />function since the retirement of our City Engineer and his assistant who formerly filled <br />these positions. The current contracts expired in June 2007, so while we have not <br />requested an emergency ordinance, our timelines are tight. It is our intent to solicit bids by <br />advertising in local newspapers covering the west side and part of Lorain County as we are <br />responsible for transmitting the drawings, and it is our desire to obtain a person who is <br />local. At this point in time, we are not intending to increase any fees as we took in over <br />$17,000 more in revenues than we paid out to the plans examiner, which covers our <br />handling processes." Mr. Tallon wanted to know if a value could be received in using our <br />current engineer. The matter was held in committee until 7:32 p.m. when the committee <br />reconvened and Mr. Conway said no value would be accrued by consolidating services. <br />The committee unanimously recommended approval of the legislation. <br />2) Councilman Gareau moved to amend Ordinance 2007-15 by adding an emergency <br />clause. The motion was seconded by Councilman Miller and passed unanimously. <br />Ordinance No. 2007-15 amended. <br />Councilman Barker, chairperson of the Recreation, Public Parks & Buildings Committee: <br />1) On Tuesday February 27, the Recreation Public Parks and Buildings Committee, along <br />with the Recreation Commission, met to see the presentation of the Recreation Master Plan. <br />It was presented by Kim Wenger and the consulting firm, Kerr & Boron Associates, along <br />with RCU Architects. It was a very good presentation. The plan has many ideas with all of <br />our parks included. There was a lot to absorb and it was very informative. There will be a <br />public meeting this Thursday at 7 p.m. at the Middle School auditorium for residents to <br />view and make comments. <br />2) The Recreation Commission met on Monday, March 5. Finance Director Copfer gave <br />the Commission a "Finance 101" class. She demonstrated revenue coming in and <br />expenditures going out in the various cost centers of the Recreation Dept. in the Munis <br />system. The class was a great help to all of the Commission. Thank you to Mrs. Copfer- <br />her help was appreciated. <br />3) The Commission also approved Resolution 2007-21 by a vote of 5 for approval and 1 <br />abstention. The Resolution will come back to the Recreation Committee for discussion and <br />approval. This Resolution has to do with North Olmsted Hot Stove League doing field- <br />reconditioning service to Diamonds 4 & 5 at North Olmsted Park and the waiving of field <br />prep and permit fees for 2007. <br />4) The ice rink will be closing down for preventative maintenance and general equipment <br />repairs May 21 through July 31, 2007. It will reopen for business August 1, 2007. <br />5 <br />
