Council Minutes of 2/20/2007 <br />Finance Director Copfer: 1) Spent the better part of the last two weeks finalizing the <br />budget with the directors and division heads. Hopefully, she will receive all revisions by <br />tomorrow, and the budget books for Council should be completed and ready for <br />distribution. <br />2) She has been communicating with MUMS, the financial software vendor, as they <br />unintentionally made some changes while working in the program assisting one of her <br />staff members. They changed something that is affecting the ability to back-up. It has <br />taken over two weeks to prove to them that, as software vendors, they were responsible <br />for it because software vendors like to blame IT personnel and hardware vendors. They <br />are now working on a solution. Additionally, the MUMS server had a drive fail, and it <br />was down for almost two days last week while IT rebuilt it and restored the data. <br />Additionally, one of our city-wide servers also had a drive fail, and it was rebuilt as well. <br />Luckily, the IT consultant was working late on these issues when a pipe burst above the <br />servers, and he was able to pull them to safety and shut off the water. He probably saved <br />about $200,000 of equipment by being there. <br />3) The RITA subpoena program was held last week. Despite the weather, we had a <br />steady flow of delinquent taxpayers. <br />Councilman Ryan commented he is aware the Rocky River Court may have a shortfall <br />this year as the tickets in North Olmsted are down. He spoke to Finance Director Copfer <br />about this, and she is on top of the situation. Mrs. Copfer said she explained to the court <br />that they should adjust their budgets as there has been a change in our STOP program, <br />and those lower ticket volumes will continue. <br />Councilman Gareau, chairperson of the BZD Committee: 1) Ordinance 2007-5, an <br />ordinance amending Chapter 1136, Single Family Cluster District of the Zoning Code, in <br />order to establish new regulations for single family cluster housing developments in the <br />city, had been referred to the Planning & Design Commission. Because of the weather <br />last week, the P & D meeting was cancelled and they were not able to take action on the <br />legislation within the prescribed tirne period as required by the code. Councilman Gareau <br />made a motion to extend the period of review for the Planning & Design Commission <br />with regard to Ordinance 2007-5 to February 28, 2007. The motion was seconded by <br />Councilman Miller and passed unanimously. <br />2) An update on Suburban Collision Center: The business was required, as a condition of <br />their conditional use permit, to engage in a testing process for certain emissions. The <br />testing process would be consistent with the one they originally employed when they did <br />testing at their site before the actual permit was issued. There was some question as to <br />when that was required to be done, and he believes that time has probably passed by <br />agreement. The city and Suburban Collision Center have taken a step back to allow for <br />additional changes to be implemented. Further, at the suggestion of the city's expert that <br />the testing should be done at a time when the climate is more appropriate for such testing, <br />the parties have agreed the testing timeframe would be moved to June 1 through June 15. <br />Testing would be consistent with the tests previously performed. There is no agreement <br />with respect to a different testing company, but he would encourage the Law Dept. to <br />continue to work with Mr. Kolick, counsel for Suburban, to determine if a different <br />testing company could be used to instill some greater confidence in the process. <br />4 <br />,a <br />
