Council Minutes of 2/20/2007 <br />Councilman Gareau made a motion to extend the dates only for the testing requirement, <br />with all other matters remaining the same, for Suburban Collision Center to conduct <br />emissions testing with the testing time June 1 through June 1 S, 2007. The motion was <br />seconded by Councilman Miller and passed unanimously. He will ask Suburban to <br />provide an update regarding several changes they were supposed to be implementing <br />within the past 30 days. He is going to work with residents in that neighborhood to get <br />an update on the problems. <br />Councilman Ryan, chairperson of the Intro-Governmental Relations Committee: 1) The <br />committee met on February 16. Present were committee members Ryan and Orlowski. <br />Ms. Jones, who had another commitment, had extensive discussions with him regarding <br />the agenda and provided input and insight into it. Agenda items included the following: <br />• Resolution 2007-12. (Proclaiming April as Fair Housing Month in North <br />Olmsted.) The committee voted unanimously to recommend passage to Council <br />under suspension of the rule. <br />• Resolution 2007-16, regarding authorizing the adoption of the updated mitigation <br />plan prepared by Cuyahoga County. The administration provided an outline of <br />the changes as the actual document is over 300 pages in length. The committee <br />reviewed the outline, and voted unanimously to recommend passage of the <br />legislation to Council. <br />• Extensive discussion concerning the audience participation portion of Council <br />meetings. Resident, Mr. Pangrac, summarized there may be a need to consider <br />that there be some additional time provided to those who feel they have a little bit <br />more to add to the discussion. Speakers, after using their five minutes, would <br />have the opportunity to step back, reflect, gather their thoughts and summarize it. <br />Councilman Ryan will prepare a statement of what recommendations are being <br />considered for additional time beyond the five minutes, and asked that Council <br />review the information and provide suggestions. <br />• Short discussion concerning whether Council rules should contain a requirement <br />that the committee chairperson provide a written report prior to Council meetings. <br />This was not met with much enthusiasm, but he will continue to pursue this issue. <br />Councilman Barker, chairperson of the Recreation, Public Parks & Buildings Committee: <br />1) The Recreation Commission met on Monday, February 19, to approve the budget for <br />the Recreation Dept. to be submitted to Council. There was a unanimous vote for <br />approval. <br />Councilman Orlowski, chairperson of the Public Safety, Health & Welfare Committee: <br />1) The committee met on February 20, 2007, to review Resolution 2007-11. In <br />attendance were committee members Barker and Orlowski; Council member Miller and <br />President of Council Kennedy; and guests. The resolution authorizes the Mayor to enter <br />into a contract with Maxim Health Systems, LLC for the administration of influenza and <br />pneumonia vaccines at the N. O. Senior Center. Approximately S00 seniors have <br />participated in this program each year. Maxim Health Services has never cancelled or <br />run out of serum. There was one time, when the County provided this program, that the <br />S <br />
