Council Minutes of 2/7/2007 <br />~~ <br />brought up previously during the budget process. The Streets & Transportation. <br />Committee members voted 2-1, with NIr. Ryan being the dissen ing vote, to <br />recommend approval of Ordinance 2007-9. <br />Councilman Gareau asked to make a point of clarification to the report concerning his <br />statement regarding assessments. He didn't necessarily state that we should be in the <br />process of assessing people for street repairs. His comment was in the context of we <br />never have had a dedicated funding source for street repair and that we are borrowing to <br />repair the streets. Someday, if something doesn't change, we may ultimately be in a <br />situation where we have to look at assessments, which is something he stated he is not in <br />favor of at this point. On another issue in the report regarding in-house work, he is very <br />concerned because two Service Dept. employees have retired and are not being replaced. <br />There is too much work to be done by the Service employees, and. he would like the <br />administration to consider using outside services for some of the work.. Mayor O'Grady <br />said Councilman Gareau's comments are well taken. Doing more with less is what he <br />promised, but it does raise concerns. With decreasing revenues, increased costs, change <br />has to occur and has to be intelligent. One of things he is looking at across the board is <br />what we might do differently. What are we doing in-house now that could more <br />reasonably be done elsewhere`? That's all part of the reorganization being contemplated <br />and planned. <br />Councilman Talton, chairperson of the Finance Committee: 1) The committee met on <br />Monday, January 29, 2007, immediately fo]lowing the joint meeting of the Streets and <br />Transportation and Finance Committees. In attendance were committee members Talton <br />and Miller, Council members Gareau, Orlowski, and Barker, Council President Kennedy, <br />Service Director Limpert, Finance Director Copfer, Planning Director Wenger and <br />guests. Agenda: <br />• Ordinance 2007-2, a resolution authorizing the city of North Olmsted, Ohio, to <br />become a member of, adopting the code of regulations of, and authorizing the <br />Mayor to enter into the membership agreement, Master Services and Consulting <br />Agreement, and the Master Products Agreement with the Northeast Ohio <br />Sourcing Office. Mr. Limpert gave a presentation, noting that there would be a <br />savings to the city of North Olmsted, to become a member of this organization. <br />Mr. Robert W. Aber, membership manager for NEOSO, gave an overview of <br />operations of the organization and the ways it can save the city dollars. The legal <br />structure of NEOSO is a council of governments ("COG") organized under Sec. <br />167 of the Ohio Revised Code. By virtue of this designation, any county, city, <br />township, school district, special district, and other public entity in the region <br />may join NEOSO and utilize its product and service offerings. Offerings are <br />created in accord with state bidding requirement, so that NEOSO members do not <br />have to bid a product or service themselves. After a brief discussion and question <br />and answer period, the committee voted unanimously to recommend approval to <br />Council of Ordinance 2007-2. <br />• Ordinance 2007-3, a resolution authorizing the Mayor on behalf of the City of <br />North Olmsted as a member of the Northeast Ohio Sourcing Office to enter into a <br />15 <br />
