The Mayor said that there is no choice between. <br />cosmetic repairs vs. substantive repair-an asphalt overlay is .not cosmetic. He <br />also feels that City Council Members are not qualified to rate the condition of <br />streets as professionals in the field. are. Mr. Orlowski asked why some street <br />lengths were different in the first draft of the survey Council. received versus the <br />survey that we now have. Mr. Collins said that the first copy Council received <br />was a draft and the January 1.1 `h copy is the final, correct copy. Mr. Orlowski also <br />asked if they had any answer to whether or not Rainbow Drive was the <br />responsibility of the city to maintain and 1VIr. Limpert said he does not have that <br />answer yet. Mr. Orlowski asked which streets would. be cut from the list if the <br />borrowed money runs out, and Mr. Limpert said that he does not anticipate that <br />happening; but, if they do not list a street, they cannot do the work on it using <br />borrowed funds. He would not speculate as to whether or not there could be a <br />shortfall., and 1Vlr. Tallon. said that he thinks that they probably will have to cut <br />streets because the estimates are high. The Mayor said that they will not <br />speculate on what shortfalls might or might not be. A member of the audience, <br />James Cotner, asked why the money for repair was not being equally split <br />between the four wards, and that the Ward Council people used to take care of the <br />streets in their wards. In addition, he has concern over the joints at the overpasses <br />at Barton anal Stearns; there is no smooth. transition. between. the road. and the <br />overpass. The Mayor said that the level of street damage in the wards varies and <br />this professional survey identifies streets by need, which you cannot randomly <br />divide between the wards. In the past, streets were selected. based on political. <br />influence. Mr. Barker said that he feels that it is time to follow the survey and <br />give it a chance to work. He thinks this is the most comprehensive road program <br />he has seen come out of the city and that it dial take out the politics. He is <br />comfortable following the survey because it is based on need, although Ward II <br />clearly has the least amount of funds going into its roads and. Ward I clearly has <br />the most funds going into its roads. 1VIr. Ryan said. that Ward II recently had <br />Claque Road fixed and it is unfair that Ward I has major problems with Dover <br />Center that are not being addressed. at this time. Mr. Limpert replied that Dover <br />Center is a county road project that they are trying to get an agreement with. the <br />county to each spend SU/50 on that project. Another member of the audience, <br />Susan Takacs, said. that she is concerned. mainly about the quality of the <br />workmanship that goes into repairing the roads and that needs to be supervised. <br />Helen Leeb, also a member of the audience, stated that she has a question about <br />how the street repairs are being handled by the city when someone calls to report <br />a pot hale, and the crew shows up to fill it, if a resident asks the crew to fill in the <br />pot hole next to them, they will not do so because they have to receive a specific <br />report about each hole. The Mayor said. that he tried to fix that last year and. that <br />the Service Department will. take care of that problem this year. Nlr. IVliller <br />commented that, although some street projects might have been politically <br />motivated, one thing to keep in mind was the changing of Service Directors and <br />each director had a different approach to handling street projects, so it wasn't all <br />political decision making. Mr. Tallon said that in order to move this legislation <br />along, he will not add anything to it but he is still looking to work on the issues he <br />14 <br />
