Council Minutes of 2/7/2007 <br /> <br />has a rating of a 6. The survey rates streets as a whole, not locally. Mr. Limpert <br />said it is his intention. to have the Service Department work on the damaged slabs <br />in this area this year. He also said that time is of essence right now because we <br />need to move l:orward on passing the borrowing ordinance for the Great Northern <br />Blvd. project and these streets would be .included in that ordinance. Mr. Barker <br />asked if there is money in the Service Director's budget for the slab repair work <br />that needs to be done in the Lauren Lane area. Mr. Limpert said that he can use <br />money out of the street maintenance fund. anal if he needs more later in the year <br />then he would come back to Council. Mr. Barker asked if these streets needed to <br />be on a list, and Mr. Limpert said that is not necessary because we are not <br />borrowing money to work on them, we are using General Fund money. Mr. Ryan <br />expressed his concern over the amount of money it will cost the city to service a <br />$1.4 million note. He said. that he would. like to hear from the Finance Director <br />the total cost and would prefer that we are patient with. street maintenance and do <br />not work on streets until we can pay for it with cash -that should be the ultimate <br />goal. The Mayor responded that it is the goal we are all trying to achieve but at <br />this point we cannot rehabilitate our streets if we do not borrow the money to do <br />so. Mr. Talton suggested that he would like to see $60,000 put into a lino item <br />during the budget process for slab repair for Lisa, Lauren and Marcie Lanes. He <br />showed an e-mail. from. 2005 that had those three streets as identified by the City <br />as in need of repair and questioned why they are not on the repair list that Council <br />was given this year, or for 2008 or 2009. Mr. Limpert replied that there are <br />always changes in the streets and after winters because some streets deteriorate at <br />a faster rate than others. 1VIr. Talton said that he would like to see the money set <br />aside so that Council. would know that those streets would be done. The Mayor <br />said that he is not in favor of putting some streets ahead of others to be repaired, <br />when others have ratings that are far worse. Mr. Limpert said it is his intention to <br />go into the Lauren Lane area this year and maintain it as best he can.. Mr. Talton <br />stated that he is asking for these repairs to save the streets and ultimately save the <br />City money later on down the road. Mr. Ryan said that he thought the street <br />survey was a tool l:or Council to use and that Council. should consider the use of <br />the streets and the safety of the drivers as benchmarks as well.. Mr. Limpert said <br />that because street conditions change so rapidly, Council and the Service Director <br />will always have to look at these issues each year and then. decide on how best to <br />spread the maintenance out throughout the City. He said the policy used to be <br />that the City would wait until the road conditions got so bad they would have to <br />hire an outside contractor to complete all of the work, and now they are trying to <br />get some preventative maintenance done in-house before tine street gets too bad. <br />Mr. Talton said that is a good change in policy and that is why he is proposing to <br />have the Lauren Lane area fixed now, before it gets too bad.. The Mayor stated <br />that the overall objective is to save the City money in the long run. He said the <br />purpose of the road survey was to take the politics out of road repair, and he will <br />not make any deals to do streets that are not as bad as others. He also said. that the <br />2005 e-mail. regarding streets in the city was not completed by professionals. IVtr. <br />Ryan said that we have achoice-- we have a road study that has identified roads <br />that need repair and. we choose to repair the ones that are structurally bad or just <br />13 <br /> <br />
