Mr. Talton said that slab <br />repair is not a beveled finish, it is j ust a base. Mr. Limpert stated that slab repair <br />is different than prep-work for eventual asphalt overlay. Mr. Barker asked if we <br />do concrete slab prep-work. for an asphalt overlay will that reduce the cost? IVIr. <br />Miller said that asphalt overlays are about 40% less than concrete repairs. Mr. <br />Kennedy said he would like the exact numbers on the concrete prep-work this <br />year anal asphalt overlay next year. Mr. Limpert said that an overlay has to be put <br />into the borrowed funds, and we have to bid this out quickly. Mr. Limpert said <br />that he recommends that we make a decision. quickly because the proposed 2007 <br />streets should be added to the bid for Great Northern .Blvd. project. He stated that <br />he would have a solid plan for concrete slab repair and crack sealing. 1VIr. Barker <br />asked if there could be two borrowing ordinances -one for the 2007 projects <br />including Great Northern and one for the streets Mr. Talton is proposing? Mrs. <br />Copfer said that they would not issue separate notes for something like that <br />because it is most cost effective to put them. together. Mr. Orlowski asked if Mr. <br />Limpert sent a list of streets to the County that needs repair work done? Mr. <br />Limpert replied that they have been applying for money to repair county roads but <br />have been repeatedly told that there is not money available; he will continue to <br />submit street repair lists to the county. Two members of the audience, Susan <br />Takacs and Helen Leeb, spoke out regarding the condition of their street, Laurell <br />Lane. They were told by a previous administration that their streets would be <br />repaired and for 5 years have been. coming up to council. meetings and writing <br />letters and feel they have had no relief. They have been extremely patient in <br />waiting so long and putting up with patch work that is not quality. The <br />committees agreed. to wait for the numbers that Mr. Collins and Mr. Limpert <br />would get to them regarding the Laurell Lane area and would meet again on <br />Tuesday, Feb. 6 at 7:30 p.m. <br />3) On Tuesday, February 6, the Streets & Transportation and Finance Committees met. <br />Present were Streets acid Transportation Committee members: Jones, Barker anal Ryan; <br />Finance Committee members: Talton, Miller and Ryan; Council Member Orlowski; <br />Council President Kennedy; Mayor O'Grady, Service Director Limpert, and City <br />Engineer Collins. Agenda: <br />• The committees met regarding the Street Rehabilitation Project. Mrs. Jones asked <br />Mr. Limpert and 1VIr. Collins if they could give the committees an update on the <br />Laurell Lane area, where the Engineer had agreed to go and meet with Mr. Talton <br />and residents and see the damaged areas of the street anal give us cost estimates. <br />Mr. Limpert said that to do an asphalt overlay only, with no concrete prep wark, <br />would be approximately $178,000. Concrete prep work would be approximately <br />$50,000. Mr. Limpert believes that it would be wise to do the concrete prep work <br />in-house and. then. perhaps modify future street rehabilitation project years to <br />include these areas for an overlay. NIr. Collins said that he did meet with Mr. <br />Talton and a resident of that street and he sticks by the original street rating of a 6; <br />he said that there are certain. slabs that can be rated as a 2, but overa]] the street <br />12 <br />._ <br />
