Mr. Limpert confirmed that concrete streets will most <br />likely never be below a 4 rating and Mr. Collins said that concrete streets are <br />typically rated a 4 or higher because they have a better base anal because the city <br />works on these streets in-house. There is no difference in rating an asphalt street <br />vs. concrete street, and currently there are 10 asphalt streets and 5 concrete streets <br />on the 2007 schedule. Mr. Tallon asked that Mr. Limpert guarantee that the <br />Laurell Woods development would get a complete concrete slab repair; Mr. <br />Limpert said that he cannot give a guarantee and that he cannot catch every bad <br />slab. Mrs. Jones asked. if there was currently a concrete slab repair list for 2007; <br />Mr. Limpert said that there is no list at this point because a lot of factors can <br />change by May. NIr. Limpert also stated that they cannot use borrowed founds for <br />slab repair. Mr. Miller asked how many concrete streets in the city require a <br />complete tear-out? He believes that Lauren is worse than. a 6. Mr. Limpert said <br />that some roads on the 2007 repair list were prepped in 2006 for repair in 2007. <br />Mr. Miller requested. that .Laurell Lane not be abandoned. Mr. Barker stated that <br />as a Ward Councilman, he can see that each Ward. has different circumstances and. <br />he is willing to accept the lower amount of dollars allocated to his Ward because <br />Council pressed to have a street plan instead. of fighting it out between Council <br />members. He believes this is the most comprehensive street plan he has ever <br />seen. 1VIr. Orlowski said that there is a difference in asphalt streets vs. concrete <br />streets as far as their base goes and he believes the Administration should work on <br />getting a plan together for concrete repair. He asked how many retirees has the <br />Service Department had this year and have they been replaced'? Mr. Limpert said <br />that there have been two retirees and they have not been replaced. due to lack of <br />funding. Mr. Orlowski said that he believes those retirees should be replaced. and <br />then the city should use those employees to continue with the crack sealing that <br />needs to be done. Mr. Limpert said. that last year 10% of the city's streets were <br />crack sealed, more than. ever before. Nlr. Gareau stated that he believes that the <br />city needs a plan to execute the crack sealing that needs to be done -there is a <br />huge amount of preventative maintenance that needs to be done. He also <br />expressed concern over the amount of borrowed funds that we will. use to repair <br />the streets and how large that number is -how will we pay for the debt service? <br />Another area to look into is the possibility of assessing homeowners who live on a <br />street that needs repair. Mr. Miller said that he does not think we have to borrow <br />some of this money because the Finance D~ireetor has~had a large carry over for <br />the last few years -why can't we use some of that money for these projects`? Mr. <br />Limpert replied that the carry over funds are minimal and are automatically <br />appropriated. Mr. Tallon questioned why the replacement of the retirees are nat <br />included in the 2007 budget and Mr. Limpert responded that the cost of health <br />care for employees has gone up 20%, eating away at the budget. M:r. Tallon <br />asked that a plan be created for both concrete slab repair and for crack sealing. <br />He said. crack sealing on Marquette is imperative and that there are homes for sale <br />on those streets that are not selling and he believes that the roads are a factor. He <br />recommends that concrete repair on Laurell and Marcie be put into this ordinance <br />and. let the contractor do the prep-work. Mr. Limpert said that hiring an outside <br />11 <br />
