Council Minutes of 2/7/2007 <br />,, <br />• Resolution 2007-1, a resolution authorizing the Director of Public Service to <br />advertise for bids for the award of a contract to provide new pavement markings <br />to various streets at various locations in the city, as detailed in the specifications <br />on file in the Engineering Deparhnent, and authorizing the Mayor, following <br />approval of the Board of Control, if necessary, to contract for the same with the <br />lowest and. best bidder, and declaring an emergency. Mr. Collins explained that <br />this contract is for all stop lines, cross lines, painted island arrows, "only" lines, <br />and school crossing lines. Streets that are not included in this legislation are <br />Great Northern Blvd.., Country Club Blvd. and Stearns Road, because these streets <br />are going to be worked. on this year anal the line painting will. be completed at the <br />end of the projects. Council asked about Ohio Department of Transportation <br />standards and. how often the lines need to be painted and if there is a specific type <br />of paint that is to be used. Mr. Limpert replied that some lines are to be painted <br />every year. Mr. Collins said that the city will be using the 2002 specs for paint; <br />the 2005 specs are more costly. The city is in compliance if we use the 2002 <br />specs. Mr. Limpert said that the city used the 2005 specs to paint the east end of <br />Lorain Road. Council asked if the streets that were painted last year are going to <br />be included. in this resalution; Mr. Collins replied that the streets that were painted <br />in 2006 are not included in this legislation. When. asked. if there was a plan. to do <br />the streets on alternating years, Mr. Limpert said that is what usually happens and <br />the interior streets are painted every year. Mr. Collins said that last year not all. of <br />the streets were completed because they ran out of time, manning, and funds. The <br />issue of crack sealing was again brought up and Council questioned if there was <br />any thought given to completing the crack sealing and then painting? Council <br />urged management of this issue. Mr. Limpert replied that he would take that <br />under advisement but that they needed to go out to bid for the striping so that they <br />can see what price they are looking at. Mr. Collins said that it is important to <br />watch. over the areas that are in need of crack sealing because a better alternative <br />might be to recycle those areas instead of crack sealing them, because the paint <br />does not adhere to crack sealing very well. The committee unanimously <br />recommended approval of the legislation. <br />2) The Streets & Transportation and Finance Committees met on. Monday, January 29. <br />Present were Streets & Transportation Committee members Janes and Barker; Finance <br />Committee members Tallon and Miller; Council Members Gareau and Orlowski; Council <br />President Kennedy; Service Director Limpert, City Engineer Collins, Finance Director <br />Capfer and Planning :Director Wenger. Agenda: <br />• The committees met regarding the Street Rehabilitation Project. 1VIr. Limpert <br />began by explaining that the project was requested by Council to have a <br />professional. survey done of the streets in the city. This project was worked on by <br />the city and by Bowen. and Assoc., the firm. that the City :Engineer is with. Mr. <br />Tallon expressed concern that there was a lack of concrete street repairs listed on <br />the survey and his fear is that the concrete streets will never get done. He said. <br />that the Lauren Woods development has not seen a major street repair in 34 years, <br />and his recommendation would be to ptrt this development into the 2007 street <br />10 <br />
