Council Minutes of 2/7/2007 <br /> <br />Ordinance 2006-122 as amended including the amendments as presented, with the <br />definitional section as amended previously and with the further amendment that <br />there be a 250 foot setback from the occupancy to the nearest residentially zoned <br />parcel. No other member of the committee would second the motion, so the <br />matter stays in committee. Pursuant to Rule of Council No. 45 A, he is advising <br />Council that he intends to make a notion to relieve the matter from committee at <br />the next council meeting. <br />Councilman Miller commented that he had requested the PetSmart representative supply <br />reports of the two tests. Those have been distributed to Council, and he asks that they be <br />reviewed. It is his understanding that the sound test was on one specific building, one <br />facility. Regarding odors, he noted that has recently been an issue in the city. He asked <br />Council and the administration to review that to see if some of those standards might be <br />applicable to our proposed nuisance ordinance. He requested that BZD chairperson <br />Gareau bring this back into committee after he has an opportunity to make contact with <br />some communities and members of communities where similar facilities as this exist. As <br />he has explained, it is his intent to contact residents or city administrations of similar <br />businesses. He requests the chairperson bring it back to committee for what he thinks is a <br />very valid and important committee meeting to discuss those issues. Councilman Gareau <br />said the concerns were noted and Mr. Miller's diligence in getting answers to his <br />questions are to be commended. It's still in committee, and he will honor that request to <br />schedule a BZD Committee meeting. <br />Councilman Ryan, chairperson of the Intra-Governmental Relations Committee: 1) On <br />January 30, 2007, the committee met with regard to Ordinance 2007-8, an ordinance <br />amending Section 172.01 and 172.02 of Chapter 172 of Administrative Code. Discussion <br />was had. The committee unanimously recommended approval of the ordinance to <br />Council. <br />Councilman Barker, chairperson of the Recreation, Public Parks & Buildings Committee: <br />1) The Recreation, Public Parks & Building Committee met on Monday, January 22, <br />2007. Present were members Barker, Gareau and Dailey Jones; Councilman Orlowski; <br />Service Director Limpert, Engineer Collins, Planning Director Wenger and guests. <br />Agenda items: <br />• Resolution 2007-7, which authorizes the Director of Public Service to advertise <br />for bids for replacement of the existing sound system (with allowance for future <br />video recordings) in Council Chambers and for the construction of a sound system <br />in the new Council Caucus room; further authorizing the Mayor, subject to award <br />by the Board of Control, to enter into a contract with the lowest and best bidder, <br />and declaring an emergency. The Planning Director gave a presentation regarding <br />the new sound system being envisioned for the Council Chambers and Caucus <br />room. The choices were to go with CD, DVD or flash cards. The decision was to <br />go with a solid state recording digital system that would be controlled by a touch <br />screen panel in front of the Clerk's seat. The recording would go to a unit in the <br />back room and then would be downloadable to CD, DVD or flash cards for <br />8 <br /> <br />
