City Council Minutes of 1/16/2007 <br />independent street survey that was compiled by Bowen and Associates. The streets were <br />rated using the Roadway Rating Condition Guide, which is used by most cities to rate <br />their streets. The system uses a numbered system ranging from 10 to 1, 10 being <br />described as new or like new condition and 1 being described as the roadway is nearly <br />impassable. The streets were rated not only on the pavement condition, but also on the <br />curb condition, ditch condition, storm sewer condition, ditch outlet condition, storm inlet <br />condition, and the driveway pipe condition. Roadway repairs would also include <br />sidewalk repairs, especially in areas where there are complete deteriorations and due to <br />ADA standards requiring new features such as the red pavers and the truncated domes. <br />Council asked. the Service Director if any consideration was given to split the repairs by <br />ward. Mr. Limpert replied that the criteria used to rate the streets was strictly based on <br />the condition of each street, not by ward. However, the Service Director said that he <br />looked. through. the report and found that no one ward was slated to receive the bulk of <br />repairs. Discussion was had on the concrete streets, which overall received better rating <br />than the asphalt streets. Council questioned how it would be fair to the residents living on <br />concrete streets who have not had repairs in years to prolong the waiting even more. Mr. <br />Limpert replied that his staff was working in-house to repair many portions of the <br />concrete streets. Council asked that there be a plan for concrete slab repair to be <br />completed. in-house, with the money that is set aside for street repair each year. It was <br />clarif ed that the slab repair that is being requested is a preliminary step to what would <br />then become a complete repair with an asphalt overlay, due to the fact that total concrete <br />repair is not economically feasible. Discussion was also had on the use of the city's <br />crack sealer. Some members of Council felt that the crack sealer was not out nearly <br />enough since being purchased. NIr. Limpert listed some of the streets that the crack <br />sealer had recently repaired, such. as Park Ridge, Sunset Oval, Shelley, Tallwood, and <br />Timber Cove. 1VIr. Limpert explained that the City used to have a contractor do all. of the <br />crack sealing, and now they do this work in-house. Brookpark Road was brought up as <br />needing crack sealing and, if repairing it is beyond the scope of the Service Department, <br />then consideration. must be taken. to look: at the capital budget to see if we need to bring in <br />an outside contractor to do this work. Questions were asked about what the Service <br />Department staffing issues were and. if there was enough manpower to handle the <br />workload. 1VIr. Limpert stated that they are trying to replace two retirees. Mr. Collins <br />showed Council some of the pictures that he took of the streets that were observed. The <br />Committee decided to continue the discussion surrounding the street rehabilitation <br />projects for 2007, 2008 and 2009 at an additional Streets and Transportation Committee <br />meeting later this month. <br />2) There will he a joint Streets & Transportation and Finance Committee meeting set for <br />next Tuesday, January 23, to continue this discussion. <br />Mayor O'Grady commented. for information purposes with regard to Council Member <br />Jones' report that crack sealing alone is not a capital issue. Secondly, the question is <br />what is the amount of crack sealing that has been done. He is very pleased to report that <br />there has been a significant increase in crack sealing in 2006 over any previous year. On <br />a separate issue, he amended his report to say that the city had two representatives at <br />Gov. Strickland's inauguration as Council Member Nicole Dailey Jones was also present. <br />8 <br />
