<br />originally recommended. It was his statement at the beginning of the committee
<br />meeting, and it's his opinion now that, if the City Council is to give consideration
<br />to the recommendation of the Master Plan, it should stick to the recommendations
<br />of the Master Plan and not go outside of that. So, to the extent that there were
<br />parcels of property originally included in the legislation which were not
<br />recommended for rezoning in the 2005 Master Plan, it's his intent to make a
<br />motion to amend the legislation, as was recommended by the committee, to
<br />remove those particular parcels. The committee did receive a number of
<br />comments from interested land owners in the area. Concerns included the fact
<br />that the residents there had not requested the zoning change. Questions were
<br />raised concerning traff c and concerning incompatibility of use between having
<br />one side of the street remain industrial and the other side of the street be zoned
<br />residential. Also discussed briefly was the possibility of a senior residence
<br />facility to go in there because the multi-family use would allow it. He tried to
<br />explain that and give it as an example of why sometimes being proactive is better
<br />than waiting. A resident questioned if he would be compensated for the change of
<br />zoning classification because of any alteration in value. That was addressed and
<br />answered in the negative. There would be no such compensation available under
<br />those circumstances. Following discussion and presentation, a number of lawyers
<br />were present who gave their clients' respective positions. Following that, the
<br />committee heard from residents. The committee unanimously recommended
<br />approval of the legislation as amended.
<br />Councilman Gareau moved to amend Ordinance 2006-164 to remove from consideration
<br />of rezoning the following Permanent Parcel Nos. 233-06-009, 233-06-010, 233-06-016,
<br />233-06-011, 233-06-012, 233-06-015, 233-06-017, 233-06-018, 233-06-020. The motion
<br />was seconded by Councilman Miller. Roll call: Gareau, yes; Miller, yes; Orlowski, yes;
<br />Jones, yes; Ryan, no; Tallon, yes; Barker, yes. The motion passed with six yes votes and
<br />one no vote. Ordinance No. 200b-164 is amended. Councilman Gareau noted that the
<br />legislation as now amended will include the following parcels which are reflected in the
<br />title of the legislation, and the legislation also includes an exhibit which lists the original
<br />properties and those properties that were removed. The portion of the title of the
<br />legislation which lists the properties reads: An ordinance providing for the amendment
<br />of the Zone Map of the City of North Olmsted by rezoning Permanent Parcel Numbers
<br />233-06-001, 233-06-002, 233-06-003, 233-06-004, 233-06-005, 233-06-006, 233-06-007,
<br />233-06-008, 233-06-019, 233-06-021, 233-07-002, 233-07-003, 233-07-009, 233-07-025,
<br />233-07-028, 234-OS-004, and 234-06-006.
<br />Councilman Tallon, chairperson of the Finance Committee: 1) The committee met on
<br />Thursday, December 28, 2006. In attendance were committee members Tallon and
<br />Miller; Council members Orlowski, Jones, Gareau, Barker and Council President
<br />Kennedy; Directors Wenger, Dailey and Limpert; guests. The committee discussed
<br />Ordinance 2006-202, an ordinance authorizing the Director of Planning to request
<br />proposals for professional economic development consulting services to augment and
<br />assist the city's Department of Planning; and further authorizing the Mayor, subject to
<br />approval of the Board of Control, to enter into an agreement with the person or firm
