<br />Council Minutes of 1/2/2007 <br />selected in the RFP process. Director Wenger gave an overview of the ordinance and <br />answered questions from the committee and Council members. The committee requested <br />additional information. It also requested the job description and requirements to be <br />incorporated into the ordinance. The committee unanimously recommended the <br />legislation be held in committee for further review. <br />Councilman Ryan, chairperson of the Intra-Governmental Relations Committee, moved <br />that the following re-appointments by the Mayor be approved: John Lasko to Planning <br />& Design Commission for the term of 1/1/2007 to 12/31/2011; Mary Ellen Davis to the <br />Landmarks Commission for the term 1/1/2007 to 12/31/2008; John Kepperley to Cultural <br />Activities Commission for the term of 1/1/2007 to 12/31/2011; Nancy Sergi to Board of <br />Zoning Appeals for the term of 1/1/2007 to 12/31/2011; Cheryl Farver to the Board of <br />Review for the term of 1/1/2007 to 12/31/2007. (Councilman Ryan noted he would <br />address the Mayor's appointment of two Council members to the Tax Incentive Review <br />Council separately.) The motion was seconded by Councilman Miller and passed <br />unanimously. Regarding the appointments for two Council people to the Tax Incentive <br />Review Council (Nicole Dailey Jones and Paul Barker), Mayor O'Grady said this would <br />reaffirm the appointments made last year. At this point, a lengthy discussion ensued as to <br />the process used to make the appointments last year. Mayor O'Grady noted those were <br />his appointments from last year, but he does not know in the record where it was acted <br />upon. He thinks it was overlooked. So, he would like Council to reaffirm his <br />appointments from last year. Councilman Tallon felt those would now be new <br />appointments. Councilman Ryan asked the Law Director for an opinion. Law Director <br />Dubelko said he would like to discuss this with the Mayor and bring it back to Council. <br />Mayor O'Grady noted the ordinance calls for two members appointed by him from the <br />City of North Olmsted. It does not require him to choose people who are on City <br />Council, but that had been his choice. He and the Law Director will discuss that issue. <br />He suggested the issue be taken up in the Intra-Governmental Relations Committee <br />which will meet to interview new candidates. Mr. Ryan agreed. <br />Councilman Barker, chairperson of the Recreation, Public Parks & Buildings Committee: <br />1) The committee met on Thursday, December 28. In attendance were committee <br />members Barker, Gareau and Jones; Council members Miller, Orlowski, Tallon and <br />President Kennedy; Community Life Services Director Dailey and residents. <br />• The committee met to discuss end-of--the-year status for Springvale and the <br />Recreation Center. Financially both complexes pretty much broke even, but the <br />year-end totals were not in as of that evening. Finance chairperson Tallon <br />brought up a difference in Springvale's end of September report and the report <br />from Mrs. Copfer. Mr. Dailey said he would look into that and get back to Mr. <br />Tallon. Also, the Recreation Commission at a past meeting asked if Mrs. Copfer <br />would hold a Finance 101 class for the Commission. This would help them better <br />understand the MUNIS system and the monthly financial reports as it is part of <br />their job to review the financial reports and approve the yearly budget. He and <br />Mr. Dailey have contacted Mrs. Copfer regarding this request. There were many <br />questions and comments regarding Springvale from marketing to some <br />7 <br />
