Council Minutes of 1/2/2007

maintenance issues with the course. Mr. Dailey took all of Council's suggestions
and put them in a list form for Mr. Young and the Springvale employees to take
care of so that we may have a more presentable course in the spring. The list
included a steel beam lying around, pallets on the course, wet areas on the course
that need some fill, exterior and parking lot lighting, pond maintenance and the
paving of the parking lot. Golf revenue was up 7% this year. Because of good
weather, people were still golfing in December. Springvale is going to try some
different approaches for marketing the Ballroom, which was below projections
this year. The Ballroom revenue was down 20%, but receptions and big parties
are down region-wide. Springvale hopes to do better with promotions and
website advertising this year. Marketing has been an ongoing discussion at
previous meetings. The office will be moved from the basement to the now
closed Pro Shop area. The feeling is it will be a more pleasurable area to discuss
rental of the Ballroom. There was a suggestion to have expenses from the Golf
Course and the Ballroom listed separately instead of combined as the revenue
from each entity is in separate columns. This would give a better picture of how
each division is doing.
• The Recreation Complex is in a form of limbo at this time. With the Recreation
Master Plan still under discussion, it is hard for anyone to plan for or utilize what
needs or improvements will be done. The complex is doing mandatory
maintenance and trying to keep everything running in good order. The main
discussion was getting maintenance to be more accountable for work that is being
done and work that should be done. It was noted that, since Mr. Dailey has taken
over the responsibilities of the Recreation Dept., there has been a noticeable
difference in maintenance and attitude of employees, which is appreciated. Until
everyone knows which way the administration is going to go with the Recreatior
Master Plan, the Recreation Dept. is doing the best that it can for the complex.
The maintenance of the parking lot was discussed, and it was agreed that
something has to be done now to save money in the future. The Recreation Master
Plan is at least three years away, so we cannot stop and ignore the existing
facility. There were comments on cleanliness and, with the hiring of the new
cleaning company, Mr. Dailey is confident that it will be very much improved.
Cleanliness of the tennis courts along with the ballast problem was mentioned.
Mr. Miller brought up a problem of hot water at a sink in the ladies locker room.
The Recreation Committee is happy with the improvement it has seen and is
waiting patiently to hear the final concept of the Recreation Master Plan.
In Councilman Barker's opinion, this was a very productive meeting with the suggestions
and comments from all of Council and Director Dailey. He believes this meeting gave a
good perspective on what is happening at the Recreation Complex and Springvale, and
also what Council and Director Dailey expect to see in the year 2007. He called the
meeting so that this "debate" took place now. In the past, a meeting like this would
probably not have happened, but the questions would have come up during the budget
process. He believes that is not the time for such discussions, and it makes the budget
process longer. Thanks to committee members Mr. Gareau and Mrs. Dailey Jones,
Director Dailey and Council members who attended the meeting.
8
