Council Minutes of 1/2/2007 <br />At this point, a discussion ensued regarding the way the revenues and expenditures are <br />presented with the Mayor and Finance Director noting the financial papers provided to <br />Council do separate those amounts. Councilman Barker agreed that was true, but what <br />was presented by the Springvale Mgr. at the committee meeting did not separate the Golf <br />Course and Ballroom amounts. Councilman Tallon noted that there were discrepancies <br />between what was presented at the committee meeting and what was received from the <br />Finance Director on the monthly reports. Finance Director Copfer said the reports <br />provided at the committee meeting were internal-they are great for management but her <br />records are the accurate financial statements. Mayor O'Grady said the request to have <br />the expenditures separated is very reasonable, and the administration will continue to <br />make improvements. <br />Council Member Dailey Jones, chairperson of the Streets & Transportation Committee: <br />1) As the Mayor mentioned, the administration provided to City Council the preliminary <br />roadway conditions rating spreadsheet. The Service Dept., in conjunction with the new <br />City Engineer, inspected and rated the streets. Street pavements within the city were <br />visually inspected and observed using a customized version of the Ohio Department of <br />Transportation's pavement condition rating manual that is geared toward municipal <br />streets. As street pavement was inspected and observed, a rating score was formed for <br />each of the streets. Curbs, storm sewers and/or roadside ditches were also observed and <br />rated. The Streets & Transportation Committee will have a meeting regarding this <br />preliminary data next Wednesday at 6:30 p.m. Everyone is welcome to attend. <br />AUDIENCE PARTI~;~~~ IQN <br />Dennis Lambert, 25057 Carey Lane, wished all a Happy New Year, commenting that <br />2006 will not be noted as the year of peace on earth or goodwill toward humankind. This <br />past week, we paid tribute to President Ford who passed away, and we passed a milestone <br />as we have lost 3,000 of our best in the war in Iraq. Something close to home happened <br />this week-we lost a young man, Michael J. Holtz, who was serving in the Navy. <br />Michael grew up in Lakewood, but his parents now live in North Olmsted on Carey Lane. <br />Michael was a career military man who lost his life in an incident in the North Atlantic <br />while serving on the USS Minneapolis St. Paul. Whether a solider serves in combat in <br />the desert sand or is protecting the coast of America, when we lose a good individual like <br />this who is dedicated to serving our country, he believes a tribute should be made. He <br />asked that City Council have a moment of silence in memory of Michael J. Holtz. <br />Tom Ruhe, co-owner of the business and property located at 31266 Bradley Road, <br />commented that the 2005 Master Plan presents a comprehensive analysis of the <br />economic, residential and business needs and goals of the city. It includes <br />recommendations to the city for achieving these goals by use of zoning, development, <br />and by offering various types of business incentives to attract new industry. The plan <br />further emphasizes the desire to retain the existing industrial base and to attract new non- <br />retail businesses to stabilize and diversify the economic base of the city. Planning <br />Commission members stressed that the reason for rezoning is the 2005 Master Plan. His <br />company reviewed and studied that Master Plan, and he meticulously listed the numerous <br />sections from the Master Plan that tell why his property and others should remain Light <br />9 <br />rgx:~:w~ ~~; <br />
