<br />Council Minutes of 1/2/2007 <br />Industrial. One section cited by Mr. Rube under "Economic Development," included a <br />chart outlining the tax revenue of various land uses, and planned residential is at the <br />bottom end. It creates no jobs per acre and it has a tax per acre revenue of $2,300, as <br />opposed to Light Industrial which creates 18 jobs per acre and $17,700 in tax income. <br />TEST Inc. has created new jobs in the city. The Master Plan noted that "Residents <br />wanted to see more tax revenue generating types of business and industry. They felt that <br />office and light industry should be encouraged." He asked why the city is trying to rezone <br />and place restrictions on businesses? Successful businesses change with the times and <br />grow to create diversity, which creates jobs and increases tax revenue for the city. They <br />would like the TEST property and other properties on the north side of Bradley Road to <br />be excluded from the rezoning and remain zoned for Light Industrial use. They feel that <br />the intent and goals of the Master Pian can best achieved by enhancing limited industry in <br />this area. If that is not possible, they ask consideration to retain at least some Light <br />Industry zoning on the north side of Bradley Road to retain and encourage growth of <br />existing businesses. In compliance with the 2005 Master Plan, it will nurture the existing <br />industrial base, promote jobs in light industry, enhance economics to the city, and might <br />allow some residential development on the eastern end of the Bradley Road/Barton Road <br />triangle. (Mr. Ruhe distributed copies of his complete presentation to City Council.) <br />LEGISLATION <br />Ordinance No. 2006-162 introduced by Councilman Gareau on behalf of himself and <br />Mayor O'Grady was given its third reading. An ordinance amending Chapter 1118 of the <br />Zoning Code in order to update and change the procedure for granting and revoking <br />conditional use permits as amended. Councilman Gareau moved for adoption, and the <br />motion was seconded by Councilman Tallon. Roll call: Gareau, yes; Tallon, yes; <br />Orlowski, yes; Ryan, yes with comment. He notes this is addressing conditional use and <br />issuing permits. It seems that about a year and a half ago, there was some discussion had <br />about people who walk around our city carrying commercial signs. It would be nice if <br />that issue could also be addressed. Roll call continued: Miller, yes; Jones, yes; Barker, <br />yes. The motion passed unanimously. Ordinance No. 2006-162 adopted. <br />Ordinance No. 2006-122 introduced by Mayor O'Grady was given its second reading. <br />An ordinance amending Section 1139.01 of the Zoning Code in order to eliminate the <br />locational and density requirements for pet stores and animal hospitals in General Retail <br />Business Districts as amended. <br />Ordinance No. 2006-164 introduced by Mayor O'Grady was given its second reading. <br />An ordinance providing for the amendment of the Zone Map of the City of North <br />Olmsted by rezoning Permanent Parcel Numbers 233-06-001, 233-06-002, 233-06-003, <br />233-06-004, 233-06-005, 233-06-006, 233-06-007, 233-06-008, 233-06-019, 233-06-021, <br />233-07-002, 233-07-003, 233-07-009, 233-07-025, 233-07-028, 234-OS-004, and 234-06- <br />006, located in the Barton-Bradley Roads area, from their respective current zoning <br />classifications of Limited Industrial, Mixed Use, Single Family Residence and/or <br />Multiple Residence, some of which are split-zoned, to the new Residential Office District <br />classification as amended. <br />10 <br />
