Special Council Minutes of 12/30/2(}08 <br /> <br />eliminated by City Council. Auditor and conversion services were appropriated at <br />the prior year level as the majority of the services are provided in the first quarter <br />of the year. Overtime in the Service Fleet and Service Departments are <br />appropriated at 100% of the current yeaz level. This is to make sure that funding <br />is available to cover labor needs in an emergency. Police and fire overtime was <br />appropriated at 50% of the current budget because a lazge percent of the overtime <br />in those departments occurs during the holidays and in the first quarter of the year <br />when the weather is severe. Severance was budgeted for employees that gave <br />notice that they will be retiring in the first quarter. Debt payments that are due in <br />January 2009 were included in the temporary appropriations. All other debt <br />payments were left out for the time being. Equipment parts in the Fleet budget <br />were appropriated at 100% of the current yeaz budget to make sure enough is <br />available in case of an emergency. Outside services in the Systems Maintenance <br />cost center of the Sewer Treatment Plant were budgeted at $37,000 to make sure <br />funds are available to handle emergency repairs. The legislation reflects the <br />intent of the administration. The intent of Council is to have a permanent <br />appropriation ordinance in effect hopefully by the end of January, which would be <br />the earliest it was ever completed. Amendments to the legislation were discussed: <br />The committee recommended that travel, memberships, dues, seminazs, education <br />and schooling be eliminated from the temporary budget. Also, $29,533 was <br />removed out of contractual services in H.R. because it is an obligation that can be <br />satisfied later in the year. Additionally, the ordinance was further amended to <br />include temporary expenditures in the workers' compensation self-insurance fund <br />and separation costs for employee layoffs. The committee recommended <br />approval of Ordinance 2008-162 by a vote of 3-0 with a request to suspend. <br />Councilman Gareau made a motion to amend Ordinance 2008-162 consistent with <br />the amendments as detailed. The motion was seconded by Councilman Barker <br />and passed unanimously. Ordinance No. 2008-162 amended. <br />President Kennedy reminded the audience that there would not be a discussion of the <br />proposed decrease of the tax credit. However, that legislation will be on the agenda for <br />the January 6, 2009 Council meeting and there could possibly be a vote under suspension <br />of the rules. <br />Councilman Gareau made a motion to adjourn into executive session for the purpose of <br />discussing labor negotiations. The motion was seconded by Councilman Kearney. Roll <br />call: Gareau, yes; Kearney, yes; Mahoney, yes; Orlowski, yes; Ryan, no; Jones, yes; <br />Barker, yes. The motion passed with six yes votes and one no vote. The meeting was <br />adjourned into executive session at 7:40 p.m. <br />President Kennedy reconvened the special Council meeting at 7:50 p.m. <br />2 <br />. :r <br />
