Council Minutes of 12/16/2008 <br />Ordinance No. 2008-161 introduced by Mayor O'Grady was given its second reading. <br />An ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2008 as <br />amended. Councilman Gareau moved for suspension of the rule requiring three readings. <br />The motion was seconded by Councilman Barker and passed unanimously. Councilman <br />Gareau moved for adoption. The motion was seconded by Councilman Barker and <br />passed unanimously. Ordinance No. 2008-161 adopted. <br />Resolution No. 2008-163 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for the purchase <br />of a maximum of 35,000 gallons of sodium aluminate for atwelve-month period, for use <br />by the Wastewater Treatment Plant for phosphate removal, and authorizing the Mayor to <br />contract for same, and declaring an emergency. Councilman Orlowski moved for <br />suspension of the rule requiring three readings noting the legislation had been heard in <br />committee. The motion was seconded by Councilman Ryan and passed unanimously. <br />Councilman Orlowski moved for adoption. The motion was seconded by Councilman <br />Ryan and passed unanimously. Resolution No. 2008-163 adopted. <br />Ordinance No. 2008-159 introduced by Mayor O'Grady was given its second reading. <br />An ordinance establishing the organization of the Fire Division of the Department of <br />Public Safety, and declaring an emergency. <br />Ordinance No. 2008-160 introduced by Mayor O'Grady was given its second reading. <br />An ordinance establishing the organization of the Police Division of the Department of <br />Public Safety, and declaring an emergency. <br />Ordinance No. 2008-164 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance amending Section 1501.1901 of the City Taxation Code in order to <br />temporarily reduce the tax credit for residents of the city who earn income in another <br />municipality from one hundred percent (100%) to fifty percent (50%), and declaring an <br />emergency. <br />Resolution No. 2008-156 was introduced and placed on first reading by Mayor O'Grady <br />on behalf of himself and Council Members Jones and Barker. A resolution authorizing <br />the Director of Public Service to solicit statements of qualifications ("SOQs") from <br />professional engineering firms to serve as the city's Division of Engineering; further <br />authorizing the Mayor, subject to approval of the Board of Control, to enter into a <br />personal services contract with the firm selected; and declaring an emergency. Council <br />Member Dailey Jones moved for suspension of the rules requiring three readings and <br />committee review, and the motion was seconded by Councilman Gareau. Roll call: <br />Jones, yes; Gareau, yes; Kearney, yes; Mahoney, yes; Orlowski, no; Ryan, no; Barker, <br />yes. The motion passed with five yes votes and two no votes. Council Member Dailey <br />Jones moved for adoption, and the motion was seconded by Councilman Gareau. Roll <br />call: Jones, yes; Gareau, yes; Barker, yes; Mahoney, yes; Kearney, yes; Orlowski, no; <br />Ryan, no. The motion passed with five yes votes and two no votes.
