Council Minutes of 12/2/2008 <br /> <br />Councilman Gareau noted that the emergency clause was being added to the legislation in <br />light of the fact that the legislation must be in effect thirty days before the filing deadline <br />for candidates, which is approximately January 16. <br />Councilman Gazeau made a motion to amend Ordinance 2008-144 to add the emergency <br />clause. The motion was seconded by Councilman Bazker and passed unanimously. <br />Ordinance No. 2008-144 amended. <br />Councilman Gazeau continued with the committee report: <br />• Ordinance 2008-150, an ordinance to make and transfer appropriations for current <br />expenses and other expenditures for the City of North Olmsted for the year ending <br />December 31, 2008 as amended. As we typically come through the course of the <br />year, we will need to make adjustments to the appropriation ordinance. This is <br />another one of those examples where adjustments must be made. The list is long, <br />but one adjustment that has to take effect were the negotiated union benefits that <br />were recently approved. Several amendments took place during the committee <br />process, and those are detailed on the worksheet. In addition, the committee <br />decided to amend the legislation with regazd to the Land Acquisition Fund to <br />remove $32,000 which had been originally appropriated for the purpose of hiring <br />a professional to provide a redesign of the office area on the second floor of City <br />Hall. City Council thought it was not an appropriate time to have an azchitect <br />providing remodeling services to the city. This is a limited fund for land <br />acquisitions and building improvements, but it's just not the right time to be <br />giving consideration to remodeling offices. The committee unanimously <br />recommended approval of the legislation. Councilman Gazeau made a motion to <br />amend Ordinance 2008-150 to remove $32,000 from the Land Acquisition Fund. <br />The motion was seconded by Councilman Kearney and passed unanimously. <br />Ordinance No. 2008-150 amended. Councilman Gazeau made a motion to amend <br />Ordinance 2008-150, as amended, to include those amendments that were set <br />forth in the worksheet, which he asked to be attached to the Council meeting <br />minutes. The motion was seconded by Councilman Kearney and passed <br />unanimously. Ordinance No. 2008-150 twice amended. <br />• Ordinance 2008-152, an ordinance establishing rates of compensation for various <br />administrative and legislative personnel for the year 2009 and declaring an <br />emergency as amended. This is the salary range ordinance for all of the non- <br />bargaining, non-elected, employees. The ordinance needed to be updated <br />because, consistent with what was dealt with in collective bargaining, there was <br />the swapping out of the day after Thanksgiving with a personal day as a day <br />where employees and the offices will be closed. This will allow for consistency <br />to have the staff on or off at the same time. The committee unanimously <br />recommended approval with an amendment to add an emergency clause. <br />Councilman Gareau made a motion to amend Ordinance No. 2408-152 to add an <br />emergency clause.
