Council Minutes of 11/18/2008 <br /> <br />short on manpower. The situation was to create a backup of emergency drivers <br />and emergency plowing-at least find out through the bidding process what that <br />would cost. However, the committee again was not convinced on this particular <br />program. In committee, Councilman Gareau made a motion to recommend <br />approval; it was seconded by Councilman Barker. By a vote of 1-2 (1 yes and 2 <br />no), the committee recommended against approval of Resolution 2008-128, with <br />Councilman Barker voting yes. <br />• Resolution 2008-148, a resolution authorizing the Mayor to enter into a contract <br />with Richard L. Bowen + Associates, providing for the latter to electronically <br />scan all plans and drawings of the North Olmsted Engineering Division and <br />declaring an emergency. The cost is $20,889 for Bowen to take what is otherwise <br />an archaic, outdated system of engineering maps and to scan them and make them <br />available digitally, which would allow for a more efficient service in our <br />Engineering Dept. as well as a more efficient service to our Building Dept. We <br />can make this information more available to our residents. When they need <br />information, they would print and scan and cut documents down into detail for <br />what they wish to have printed. In terms of efficiency and convenience to our <br />residents and our staff, the committee felt this was a good use of our dollars and <br />will yield a benefit very quickly. In committee, Councilman Gareau made a <br />motion to recommend approval. The committee motion was seconded by <br />Councilman Barker, and the committee unanimously voted to recommended <br />approval with a request to suspend in order to move forward on this legislation. <br />• Ordinances 2008-142, 2008-143, 2008-144, 2008-145, and 2008-146. These <br />pieces of legislation dealt with establishing the compensation for the President of <br />Council, the four Ward Council Members, the Mayor, the Finance Director and <br />the Law Director. The proposal was to have a pay reduction for Law, Finance <br />and Mayor and also a pay freeze for the Ward Council Members and President. <br />Information was provided by the administration as to the appropriate range of <br />salary for elected officials. Councilman Gareau made a motion to hold all five <br />pieces of legislation in committee. The motion was seconded by Councilman <br />Kearney and unanimously passed. <br />Mayor O'Grady commented that the issue of potentially subcontracting for lawn services <br />can wait. The issue on subcontracting for additional drivers for the snow plows cannoi <br />wait. We no longer have NOMBL which provided a pool of available drivers, so we <br />have to find other resources and other ways of doing business. There is the potential, <br />during a major snow event, that employees will have worked their maximum hours and <br />the city could be without drivers. If we don't have another plan, we could shut down the <br />city. That is not something he would easily accept and expects neither would Council. <br />He will ask the Service Director to put together a memo to all of Council, with copies to <br />all directors, highlighting some of these issues prior to the vote at the next Council <br />meeting.
