Council Minutes of 11/18/2008 <br />Kennedy, committee members Orlowski, Kearney, Mahoney; Councilmen Barker, Jones, <br />and Gareau; the Law Director, Finance Director, Service Director, and Safety Director. <br />On the agenda was a liquor transfer for Fuzzy's Tavern, located at 31635 Lorain Road. It <br />was a simple license transfer between spouses due to the death of the wife. The license in <br />now in the husband's name. The committee voted 3-0 to not object. Councilman <br />Kearney moved that Council not object to the liquor license (stock transfer) at Fuzzy's <br />Tavern at 31635 Lorain Road. The motion was seconded by Councilman Orlowski and <br />passed unanimously. <br />Councilman Mahoney, chairperson of the Recreation, Public Parks & Buildings <br />Committee: 1) The committee met on November 11, 2008 at 7 p.m. Present were <br />committee members Mahoney and Dailey Jones; President of Council Kennedy and <br />Councilmen Gareau, Kearney, Barker and Orlowski; Law Director Dubelko, Service <br />Director Limpert, Community Life Services Director Dailey, and Recreation <br />Commissioner DiSalvo. On the agenda was Ordinance 2008-149, an ordinance revising <br />the organizational chart of the Division of Parks and Recreation by abolishing the <br />position of Maintenance foreman in order to deliver in a more efficient and economical <br />manner services to the city. The purpose stated in the ordinance is to abolish the position <br />of the maintenance supervisor in the Division of Parks & Recreation in order to promote <br />greater efficiency in the Rec division as well as the expenditure of tax dollars. The <br />position is a Civil Service position and anon-bargaining unit position. The discussion <br />was led by Community Life Services Director John Dailey who pointed out that the <br />current person holding this position has applied for retirement and indicated so prior to <br />the committee meeting. However, it was the city administration position that they go <br />forward with Ordinance 2008-149, and go forward obviously with the reorganization of <br />the Recreation Dept. Mr. Dailey handed out a memorandum that he had delivered to the <br />Civil Service Commission and indicated therein the rationale for the change. During the <br />course of the discussion as indicated in the memo, Community Life Services Director <br />Dailey indicated that, by way of the wages and benefits savings, he projects afive-year <br />savings of approximately $370,000 with the abolishment of this position. It was also <br />indicated by Community Life Services Director Dailey in terms of the tasks and the <br />responsibilities for the position of the maintenance supervisor, those would be reassigned <br />and handled by three agencies: the Rec Commissioner Ted DiSalvo, the Assistant <br />Commissioner Betsy Drenski, and the Service Department. Discussion was had between <br />Council members, committee members, as well as Mr. Dailey. The Law Director <br />commented that two amendments should be considered: first, to add an emergency <br />clause to the ordinance; second, to add language to make the ordinance effective January <br />1, 2009. After discussion, a committee motion was made by Councilman Mahoney, <br />seconded by Councilwoman Dailey Jones, to recommend Ordinance 2008-149 with the <br />amendments as outlined. The committee motion passed 2-0. Councilman Mahoney <br />made a motion to amend Ordinance 2008-149 to add an emergency clause and to amend <br />Section 1 of the ordinance to include language that it is effective January 1, 2009. The <br />motion was seconded by Council Member Dailey Jones and passed unanimously. <br />Ordinance 2008-149 amended. <br />7 <br />
