Council Minutes 11/5/2008 <br />• The County Board of Health tested its emergency response system with a <br />practice drill last week. North Olmsted, through our Safety Dept., took <br />the initiative to ensure that we were getting benefit from this training as <br />well. Under the able leadership of Director Thomas, we received a <br />telephone call from the Board of Health notifying North Olmsted that <br />there was a specific location for placebo medication to treat a designed <br />outbreak-whether it's natural or manufactured. Our safety forces <br />traveled to this private location, picked up placebo drugs, returned to <br />North Olmsted. Within 23 minutes of the initial call, we had every single <br />member of our safety forces, police and fire fighters, rotate through our <br />Service garage to receive, supposedly, the placebo medication, to <br />immunize them. Avery impressive effort to ensure that our residents will <br />be protected in the event of a major outbreak. <br />• A continuing review of the 2008 Property Maintenance Initiative is <br />underway and a report to Council is forthcoming. <br />• The Vacant House Task Force met to review the inventory and update its <br />listing. We continue to monitor very closely those homes that are in <br />foreclosure or are vacated to ensure that they are protected. Our police <br />and fire have increased presence, and our Building Dept. travels by to <br />remove extra newspapers so it still gives the perception the home is <br />occupied. <br />• The VFW Officer of the Year awards banquet is scheduled for Monday, <br />November 24, at 6 p.m. at the Community Cabin. Honorees will be Police <br />Officer James Carbone and Firefighter Dave Stein, who will be recognized <br />for their outstanding service to the citizens of North Olmsted. <br />• The first round of the leaf pick-up is on schedule with Round 2 scheduled <br />to begin on November 10. <br />• The newly completed Lorain-Stearns intersection is now open to traffic, <br />and sound walls are up on the west side of new Stearns Road north. We <br />anticipate the opening of Crocker-Stearns by late December. <br />• Within our Service Dept., we will be taking actions to ensure that we use <br />the salt stockpile efficiently. Specifically, we will be doing things to <br />extend the range and efficiency of the salt that is put on the ground, and <br />that includes the use of brine. <br />• The administration is looking to adopt the Resolution brought to the <br />Mayors and Managers group by Cuyahoga Service Directors to reduce salt <br />usage. We will advise Council so they are aware of the specific actions <br />that we continue to take in the city to more efficiently use the salt <br />stockpiles we have. We are very proud of the fact that we are able to <br />secure salt at a very reasonable price. We bought everything we could off <br />our previous contract, and we have a very competitive contract for this <br />year at a time when many municipalities have no salt. <br />7) There are three pieces of legislation before Council that deal with subcontracting. It's <br />his stated mission as mayor of the city to do everything we can to reduce the size of <br />government and increase its efficiency. The subcontracting legislation are three different <br />alternatives that may or may not be worthwhile. But if we don't investigate, we won't <br />3 <br /> <br />
